The Promo-LEX Observation Mission for the parliamentary elections of February 24, 2019 processed in the period of time between 19:00 and 22:00 and presented in this press release 420 incidents:

Restricted access or obstruction of free observation in the polling station – 8 cases.

  • PS 29/21 Chisinau, Riscani. Observers are located in another room, which prevents observation of the EBPS members.
  • PS 10/22 Balti, Balti. At 15:30, the EBPS president did not provide data on the number of voters who voted separately in national and single member constituencies.
  • PS 10/22, Balti, Balti. At 18:15, the EBPS president did not provide data on the number of voters who voted separately in national and single member constituencies.
  • PS 12/21, Singerei, Brejeni. At 21:10, it was found that at 18:15, EBPS members provided erroneous data to the Promo-LEX observer. Thus, the observer was informed that 78 voters voted, while at 21:00, there were 74 voters, who participated in the elections.
  • PS 43/17 Cahul. Brinza. During the election day, observers did not have the possibility to see and monitor all voting procedures.
  • PS 10/4, Balti, Balti. The EBPS president did not present in due time the information requested by the Promo-LEX observer on voting by 21:15 on the grounds that he had already been busy counting votes.
  • PS 10/35, Balti, Singerei Noi. The EBPS president did not present in due time the information requested by the Promo-LEX observer on voting by 21:15 on the grounds that he had already been busy counting votes.
  • PS 8/39 Floresti, Lunga. At 12.20, the observer requested information from the EBPS president, Rezus Aliona, who verbally intimidated the observer.

Lack of the necessary materials in the polling station. At least one of the following materials is missing: electoral rolls, ballot papers, round stamps with electoral office number, stamps marked “Voted”, “canceled”, special stamp “Elections 24.02.2019”, seals for ballot boxes – 1 case.

  • PS 22/15 Ialoveni, Danceni. The voting stamp was damaged by a voter, the ballot was damaged and subsequently canceled, the voter being offered another one. The EBPS president replaced it with another stamp.
  • PS 46/18 Ceadir-Lunga, Baurci. It was found that there was no register for contestations in the PS. The president of the EBPS did not motivate this because he does not know the Romanian language.

Acts of violence or intimidation of voters or others – 22 cases.

  • PS 40/20 Cimislia, Bascalia. At around 15:00, there was an argument between the observer of ACUM Bloc and that of the PN. The latter was insulted by the observer of ACUM. Following this incident, the police involved. The EBPS president announced that the observer from ACUM was withdrawn the authorization. Respectively, he left the PS.
  • PS 33/3 Chisinau, Codru. The representative with consultative voting rights from the PSRM filed a complaint against the observer and representatives of ACUM Bloc, because they exercise pressure on the voters and behave inappropriately with the other observers.
  • PS 37/26 Razeni, Misovca. A drunk person came to vote, indignant that he could not vote because he had been assigned to another PS, he began to behave inappropriately, to curse. People in the PS were scared.
  • PS 37/2 Razeni, Razeni. A drunk person walked into the voting room, spent there more than 10 minutes, he was noisy and scandalous.
  • PS 48/018 Transnistria, Stefan Voda. Because of agglomeration, people waiting in line to exercise their voting rights are pushing each other, some of them fell down, some are arguing. The police approached them and tried to calm them down, keeping them at the entrance to the PS.
  • PS 15/25, Calarasi, Condratesti. At 15.20, when the EBPS members declared that they intended to leave the PS with the mobile ballot box, the PPS and PSRM observers expressed their intention to accompany the EBPS members. The EBPS president, aggressively, told them that parties should ensure transportation for themselves. Being asked how they would decide on the route through the locality, the EBPS president said they could take the list of those who had submitted a request to vote at their place of stay. As a result, 2 observers accompanied the mobile ballot box and the rest remained in the PS.
  • PS 16/33, Ungheni, Sculeni. At 11.00, in the perimeter of the polling station, two PRSM agitators, being drunk, urged a citizen to vote. Subsequently, another PSRM representative (with no symbols) approached them, insisted that the PSRM agitator who was drunk, removed his PSRM vest and symbols. The police were not called.
  • PS 14/16, Telenesti, Chitcanii Vechi. At 13:03, a PSRM representative entered the PS. Representatives of ACUM Bloc reproached the Promo-LEX observer, asking why he allowed the PSRM representative to stay in the PS. As a result, they deprived him of his phone for a short time, so the Promo-LEX observer failed to take pictures to document the case.
  • PS 15/55, Calarasi, Radeni. At 20:38, a person entered the PS, holding an authorization issued by the PPS. Given that two PPS observers were already present in the PS; he was asked to leave. The PPS observer expressed aggressively his dissatisfaction.
  • PS 16/33, Ungheni, Sculeni. At 19:01, a voter got into a fight with a representative of the PSRM at a distance of 80 meters from the PS. The police intervened.
  • PS 16/7, Ungheni, Ungheni. At 15:00, a voter entered the voting booth and found a blank ballot there. He stepped out of the booth and demonstratively tore the ballot and entered into a dispute with EBPS members invoking that there was no evidence. The incident developed into a conflict and the police were summoned, a report on the offense being drawn up, the person was taken to the police.
  • PS 18/1, Orhei, Orhei. At 18:11, a drunk voter remained in the polling station after voting, he addressed the observers initiating various discussions. They, together with the president of the EBPS, insisted that the man leave the polling station. The voting process was not interrupted.
  • PS 18/43, Orhei, Mana. At 19:30, a drunk citizen was outraged by the fact that he could not vote in the given PS (de facto, he had his residence visa in another locality). The president of the EBPS convinced him to leave the PS and not to disturb the voting process. Outside, the individual assaulted the police officer who met him.
  • PS 16/37, Ungheni, Todiresti. At 17:20, a drunk voter verbally assaulted a EBPS member. As a result, police intervention was requested, the aggressor being evicted from the PS.
  • PS 1/24, Briceni, Drepcauti. At 15:30, for unclear reasons, the Mayor verbally assaulted the EBPS members who accompanied the mobile ballot box. He attacked them at the entrance to the house of a person, who requested to vote at the place of residence.
  • PS 3/48, Edinet, Trinca. A group of people, displaying aggressive behavior using a bat, was observed near the PS. They were approached by the PSRM candidate in the SMC no. 3, Melnic Nicolai, who wanted to clarify the situation. The Promo -LEX observer also approached the group to settle the situation. Soon the situation was resolved.
  • PS 5/4, Glodeni, Glodeni. Unknown persons vandalized a billboard of the PDM, located about 30 m from the PS.
  • PS 10/6, Balti, Balti. At 22:27, there appeared a conflict during the vote counting process, where a PPS observer said 100 ballots cast in favor of his party were missing, claiming that he counted 92 and 88 ballots. As a result, the second PPS observer started a conflict on the grounds that his party’s rights were violated, after which he began to swear at all the EBPS members and observers present in the PS. After that, he wanted to leave the PS, but the EBPS president did not allow him to.
  • PS 1/24 Briceni, Drepcauti. At around 15.30, an EBPS member left the PS to accompany the mobile ballot box, during that time, she was offended and intimidated by the mayor of Drepcauti, who claimed “why the poll is being made if he does not get enough votes.” The EBPS member turned to her husband for help, who was later beaten by the mayor. The police were notified of the case.
  • PS 4/32 Riscani, Pociumbeni. At about 1:50, the EBPS member Ionita Dumitru, had a conflict near the polling station, with the candidate Iurie Urzica, after which the police were summoned. The EBPS member passed an alcohol test that showed 0.52 per mille of alcohol. A report was drawn up by the president of EBPS and Ionita Dumitru was suspended from the EBPS. The case was registered by the police.

  • PS 50/69 Romania, Timisoara

Rumors, attempts, or even material or monetary rewards offered to voters in the perimeter and / or near the polling station to influence the voters’ choice – 22 cases.

  • PS 45/1 Comrat, Comrat. A voter approached the STO and reported that a PPS representative had proposed him a reward of 1000 lei for a vote in favor of his party. The incident occurred near the PS, about 50 meters away, where the cars of the PPS representatives were parked. The voter said he refused the reward.
  • PS 33/6 Chisinau, Durlesti. The wife of an observer, working at the store near the PS, told him that the mayor of Durlesti had changed a small amount of money in smaller banknotes.
  • PS 34/35 Anenii Noi, Tintareni. There are rumors that PPS sympathizers pay people to vote for the PPS. A shop vendor next door said they give 100 lei for the vote.
  • PS 48/020 Transnistria, Stefan Voda. People who were brought in an organized manner to this PS, reported that voters would receive $ 20 for each vote in favor of the PSRM.
  • PS 47/004 Transnistria, Criuleni. The voters brought to this PS in an organized manner, had been promised 400 lei for every vote, when they return to the customs.
  • PS 47/021 Transnistria, Sanatauca. Suspicions of material rewards amounting to 400 MDL for voters who were brought to the PS at about 12.58.
  • PS 47/014 Transnistria, Oxentea. At around 13:00, several voters announced that in return for casting the vote for candidate Oleinic and the PSRM, proved with a picture, they would receive $ 20. The voters were brought in an organized manner, and the driver would also receive a reward of $ 20 for bringing the people to the PS.
  • PS 13/27, Rezina, Saharna. At 09:50, at a distance of 20 m from the PS, there were 3 people from the PPS, who held a list of voters. Being asked by the mobile team observer about the list, PPS representatives responded that they only checked who voted and, the list was necessary to know whom to bring to the PS. The PDM representatives, who were nearby, provided information that the respective people offered 100 lei to the voters. The Promo-LEX observer notified the EBPS members, who said the police had already been summoned, but the rumor could not be confirmed.
  • PS 10/3, Balti, Balti. At 14:40, some PSRM members were near the PS in a car. The STO noticed that they regularly approached voters and offered something (unidentified) to them. Some voters accepted the offer, others refused. The EBPS president either did not know what was going on or did not want to get involved.
  • PS 10/17, Balti, Balti. An accredited observer in the BEPS personally gave a sum of money to a voter after the latter voted. The STO noticed the banknotes, but does not know the total amount (the observer does not really know what the purpose of that money was). The money transfer took place within the polling station. The STO does not know the name of the observer and the party candidate he represents. This incident was also seen by other observers, but none of them had notified the EBPS members about it.
  • PS 10/17, Balti, Balti. At 17:30 an incident was reported. An unauthorized person entered the PS and sat down next to the observers, arguing that he was also an observer (he had a badge that was turned off and the inscription on it was not visible). He was in the PS for about an hour without being introduced to the EBPS and registered. Meanwhile, he had given a sum of money to a voter after the latter voted. The Promo -LEX observer noticed the money, but it does not know what the total amount was (the observer does not really know what the purpose of that money was). The money transfer took place in the PS. When the president of the EBPS tried to find out what party issued his accreditation, the person said he needed to call someone to clarify the situation, he left the PS and did not come back.
  • PS 13/60, Rezina, Trifesti. At 17:10, at a distance of 50 m from PS, in the bar of the locality, the village mayor was wearing a jacket with PDM logo and there were two representatives of this party. Two voters asked the mayor to treat them to some cognac, as he had promised to do, if they voted for the candidate he indicated. The mayor treated them with a drink.
  • PS 27/02, Chisinau, Buiucani. Between 11:00 and 15:00, PPS representatives were in the vicinity of the PS, where they were giving out tea to voters.
  • PS 28/2, Chisinau, Rezina. Starting with 19:45, PPS representatives distributed buckwheat and canned food to the voters. The police were summoned; a report was drawn up. The president of the EBPS did not react.
  • PS 12/14, Singerei, Slobozia Magura. At 19:36, a car with PPS representatives was seen near the PS. Shortly after, a voter, who had left the PS, approached a person near the car, received a leaflet and a package of unidentified content from him.
  • PS 12/35, Singerei, Chirileni. At 11:06, a PPS representative, holding a bag and some printed lists, was standing within 50 m from the PS. The voters, who were leaving the PS, passed by her, she noted some data. The Promo-LEX observer came closer to understand what was happening. The PPS representative said the lists were based on the cards that were offered by the Merisor network of stores. There were cases, when people came to vote with the ID and these cards. Asked why she was doing that kind of work, the PPS representative said she would receive a reward of around 1000 lei for it.
  • PS 12/28, Singerei, Coscodeni Bobletici. At 20:26, a car with 3 people was seen near the PS, they spread a PPS banner. Alongside, there were voters, who wondered when they would be given the money. Next to the car, there was a person with lists of people in her hand. After voting, the voters approached her, she made some records on lists. A voter brought the discount card to the Merisor network, then the ID.
  • PS 36/27 Stefan-Voda, Purcari. Round-trip transportation from 2 to 5 people to the PS and local store, where as assumed, voters are paid by the PDM supporters.
  • PS 48/010 Transnistria, Anenii Noi. At 16.15, it was noticed that people, who were brought in an organized way to the PS, were called outside the PS and registered in a list to receive cash rewards.
  • PS 48/017 Transnistria, Hagimus. According to a voter, employed by Cloroplast, people who have been brought in an organized way to the PS, receive a 400 lei reward for the vote in favor of some unidentified candidates.
  • PS 48/014 Transnistria, Causeni. In at least 3 cases, in the local grocery store, in the period of 10.30 – 12.30, it was observed that some voters, after voting, made minor purchases to change banknotes of 200 lei. It is assumed that these banknotes were received as rewards in the exercise of the right to vote.
  • PS 9/27, Balti. At 19.48, a voter left the PS and entered a building next to it, he came out with a half-full bag with PPS badge on it and went home.

Unjustified group voting (there are 2 and more people in the voting booth) – 38 cases.

  • PS 43/19 Cahul, Colibasi. Several voters voted together in the same voting booth, saying they are relatives, or husband and wife. The President of the EBPS does not take any action.
  • PS 36/10 Stefan-Voda, Cioburciu. There were at least 5 cases, when at least two people voted together.
  • PS 36/03 Stefan-Voda, Stefan-Voda. Two people entered the voting booth together, then the president of the EBPS involved.
  • PS 35/4 Causeni, Causeni. 3 young people entered the voting booth, the president was informed.
  • PS 31/12 Chisinau, Ciocana. Two 50-60-year-old voters without any signs of visual impairments voted together.
  • PS 30/16 Chisinau, Ciocana. Two people spoke during the voting process (a person made suggestions on how to vote). Neither the EBPS president nor the members commented.
  • PS 19/51 Ivancea, Susleni. 2-3 people entered the voting booth to see what they were going to do. The EBPS president made an insistent remark, saying only one person is allowed in the voting booth.
  • PS 22/3 Ialoveni, Ulmu. A drunk person came to vote with a friend, invited to help him because he did not know how to vote, as a result, they entered the voting booth together and voted. The EBPS president allowed him to explain the procedure. As a result, group voting occurred.
  • PS 50/63 Portugal, Setubal.
  • PS 24/17 Chisinau, Botanica. The polling station was closed from 18.41 to 19.15 because of an electricity problem. Voters waited outside.
  • PS 24/2 Chisinau, Botanica. The polling station was closed from 18.30 to 19.15 because of an electricity problem. Voters waited outside.
  • PS 24/27 Chisinau, Botanica. At 11.26, 2 people entered the same voting booth.
  • PS 24/7 Chisinau, Botanica. At 10.30 two voters entered a voting booth. For 10 minutes, EBPS members attempted to resolve the situation. Finally, each voter voted in separate voting booths.
  • PS 25/9 Chisinau, Botanica. At 13.10, two voters entered the voting booth, arguing that one of them knows only English. Police were informed of the case.
  • PS 29/25 Chisinau, Riscani. There were 2 women in the voting booth, one – 30 years old and another – 60 years old, they both entered the booth. They were stopped by the members of the polling station.
  • PS 29/4 Chisinau, Center. Two people voted in the same voting booth, arguing that they are sisters and have the right to do so. The president reprimanded them, but they did not pay any attention. They voted and placed the ballot papers in the ballot box.
  • PS 47/014 Transnistria, Oxentea. In 6 separate cases, 2 people were seen voting in the same voting booth, arguing they needed to consult each other.
  • PS 28/9 Chisinau, Riscani. At 18:35, two people entered the same voting booth, explaining it by the fact that the second person did not vote, but in the opinion of the observer, he had reached the age. They spent some time there until the observers objected, after which the second person fled, but the voter had already voted. The president was not there. EBPS members did not react.
  • PS 14/38, Telenesti, Negureni. At 4:25, two voters voted in the same voting booth, trying to photograph the ballots. This attempt was prevented by the PPS observer. The EBPS president did not intervene because he was talking on the phone at that time.
  • PS 17/45, Nisporeni, Varzaresti. At 17:36, a civil servant, head of the Finance Department and a PDM member, came to the PS twice, accompanying two elderly people and entered with them in the voting booth. First, she came at 15.30. The elderly people did not seem to need any help.
  • PS 43/19 Cahul, Colibasi. A group of 3 people voted in group and spent in the voting booth for about 10 minutes.  No remark was made by the EBPS members.
  • PS 43/19 Cahul, Colibasi. Two people voted together. No remark was made by the EBPS members.
  • PS 43/20 Cahul, Colibasi. Two people voted together and the man gave directions to the woman. No remark was made by the EBPS members.
  • PS 26/23, Chisinau, Center. At 19:00, two people entered the same voting booth (only one of them voted). An EBPS member said that this was no problem. The president of the EBPS was not in the PS at that time.
  • PS 27/18, Chisinau, Buiucani. At 20:15, a voter entered the voting booth together with his daughter. The reason was that it was the first time when the daughter voted, therefore, she needed help.
  • PS 31/1 Chisinau, Ciocana. Two people (husband and wife) voted in the same voting room, after which the man tore his wife’s ballot, as a result, only he voted.
  • PS 21/6 Criuleni, Malaiesti. A couple got into the voting booth. They were not visually challenged. The EBPS president made a remark, but there was no effect.
  • PS 21/29 Criuleni, Magdacesti-Nord. Twice, two people entered the same voting booth. EBPS members did not react at all.
  • PS 47/013 Transnistria, Dorotcaia. At 17.15, a voter approached the PS to vote. Taking into account that the voter cannot read or write, his neighbor voted for him. EBPS members objected, but the person managed to put the ballot in the ballot box.
  • PS 9/28 Balti. At 18.53, a voter entered the voting booth, and then his daughter approached and showed him where to put the stamp. The president of the EBPS remarked that she violated the regulation, after which the voter’s daughter left the voting booth.
  • PS 8/39 Floresti, Lunga. At 13.07, 2 people voted in the same voting booth, mother and daughter. The president of the EBPS did not
  • PS 4/32 Riscani, Pirjota. A family gathered around the voting booth, while one of them was voting, they told the voter who to vote for. The president of the EBPS made a remark, after which each person voted separately.
  • PS 8/39 Floresti, Lunga. At 10.10, several people came together, they all came to the voting booth. Two of the group members voted (mother-daughter, or father-daughter). The EBPS president took action on time and made a remark.
  • PS 8/39 Floresti, Lunga. At 10.40, 2 voters entered the voting booth. The daughter helped her mother vote. The EBPS president did not react to this incident.
  • PS 9/9 Balti. At 17.40, two people entered the voting booth and helped each other to vote. The EBPS president intervened and announced that that was against the regulation, but the ballot papers had already been stamped. The ballot papers were put into the ballot box.
  • PS 9/27 Balti. At 17.47, a group of people entered the PS, being accompanied by another person. The group went to the voting booth, and the person accompanying them asked the voters if they understood what they had to do. The observers told the person to leave the PS. The person left.
  • PS 8/22 Floresti, Cunicea. A case of unjustified group voting was found at 9.35 – two people entered the voting booth together. The president of the EBPS did not pay attention.
  • PS 8/50 Floresti, Sanatauca. At 10.25, two women entered the voting booth together. The president of the EBPS was not present, the other EBPS members did not report, on his return, the President of the EBPS was not announced.

Unjustified presence of unauthorized persons within the polling station – 24 cases.

  • PS 33/6 Chisinau, Durlesti. Unauthorized persons requested information from the SIAS Elections operator about the number of people who voted in the PS. The STO reported that these people were campaigning outside the PS for the PDM. Outside of the PS, these people wore clothing with the PDM symbols.
  • PS 32/32 Chisinau, Tohatin. A person, who did not want to present himself, entered the PS and held talks with the SIAS Elections operators.
  • PS 43/20 Cahul, Colibasi. A person, who is also the secretary of another EBPS (PS 43/19), spent in the PS about 10-15 minutes. The person in question offered help and got involved in the activities of EBPS 43/20.
  • PS 33/9 Chisinau, Durlesti. At 20.53, two young men (they had been in the PS before) entered the PS and started talking to the observers, they did not have any ID cards or authorizations on them.
  • PS 40/1 Cimislia, Cimislia. The PDM candidate, Dumitru Diacov, after exercising his right to vote, remained in the PS and discussed with the observers. Subsequently, he left the PS.
  • PS 26/8 Chisinau, Buiucani. At 09.17, the son of one of the EBPS members, driver at EBPS, was in the PS for no reason. He argued that he did not interfere with anyone.
  • PS 26/2 Chisinau, Buiucani. At 10:55, two policemen wearing uniforms were inside the PS. Asked by Promo-LEX observers about the reason for their presence, they replied that they were maintaining public order there. The president of the EBPS was announced. As a result, the police officers left the PS.
  • PS 26/1 Chisinau, Buiucani. At 11:25, the EBPS driver was inside the PS. Moreover, although he was not authorized, he helped the EBPS members to distribute ballot papers.
  • PS 10/9, Balti, Balti. At 20:37, a PPS representative entered the PS. He had a badge, which indicated the name of the party, but he had no accreditation. The president of the EBPS asked him to introduce himself and show his authorization, otherwise the police would be called. After that discussion, the person left the PS.
  • PS 13/11, Rezina, Soldanesti. The candidate of ACUM Bloc spent about 3 minutes in the PS, discussing with the EBPS president and representatives of ACUM Bloc in that PS.
  • PS 10/8 Balti, Balti. At 15:02, three PPS members entered the PS and asked to speak with the EBPS president. After a 10-minute discussion, the president returned to the PS. The observer heard that the PPS members requested that the ballot box be placed closer to the exit of the PS.
  • PS 43/19 Cahul, Colibasi. In the time interval of 13: 25-13: 32, the mayor of the village entered the PS and discussed with an observer (it is not known from what party). EBPS members did not react.
  • PS 27/5, Chisinau, Buiucani. At 21:20, the OSCE driver was in the PS without any authorization. Nobody reaced.
  • PS 30/22 Chisinau, Ciocana. A PPS observer approached the PS at 20:45 and was in during the count of votes. Thus, there were 3 PPS representatives in the PS.
  • PS 21/25 Criuleni, Hirtopul Mic. At 21:03, the village mayor entered the PS after its closure. He stayed in the PS. The President of the EBPS did not comment.
  • PS 22/15 Ialoveni, Danceni. Candidate Liviu Vovc, came into the PS wearing the party badge, entered the polling station, greeted everyone, looked around, and soon left. He did not provide an answer to the question why he came into the PS.
  • PS 37/11 Razeni, Bardar. Two unidentified persons and another individual came into the PS, they stayed there after the closure of the PS. The president asked for their authorizations, then she did not take any other action, mentioning that as long as they did not get involved in the post-closure activities it did not bother her.
  • PS 19/50 Ivancea, Susleni. A person came to the entrance of the PS, claiming to be an employee of the town hall. She invited the EBPS members to a concert in the concert hall. Six minutes later, a technical assistant, who was taking care of the video camera, reprimanded her and she left. The EBPS president did not comment on the situation.
  • PS 24/20 Chisinau, Botanica. An unauthorized person came to help packing the ballot papers. The STO said this person is a guard at the PS.
  • PS 2/7, Edinet, Donduseni. Two competitors came into the PS at 17.30 – Lesnic Vadim, PDM, and Remus Ciobanu – ACUM Bloc, they spent about 2 minutes in the polling station, greeting all the observers. The president of the polling station did not accuse them of anything.
  • PS 2/5 Edinet, Donduseni. At 17.40, the PDM candidate Lesnic Vadim came into the PS, he discussed with the PDM observer. The president of the polling station did not accuse them of anything.
  • PS 2/45 Edinet, Rediul Mare. At 11.28, the PDM candidate Lesnic Vadim came into the PS and spent there about 10-15 minutes, he greeted the EBPS president and discussed with the PDM observer.
  • PS 4/38 Riscani, Recea. At 12.40, the PSRM candidate, Mizdrenco Vladimir, came into the PS. He checked the PS and asked how everything was going on, he also made a video recording. The president did not act in any way.
  • PS 9/12 Balti. The PPS observer gave his authorization to a relative of his, left the PS at 7:10 and returned at 19:54. The observer’s relative was observing instead of the authorized person throughout the day. The EBPS president called the lawyer to resolve the situation.

Electoral campaigning or adverse campaigning at the entrance to/ in the polling station in order to influence the voters’ choice – 18 cases

  • PS 35/22 Causeni, Saiti. A PDM sympathizer distributed to voters about 15 units of vests / rain jackets with PDM symbol at the entrance to the PS.
  • PS 24/15, Chisinau, Botanica. At 10:06, two people shared leaflets of the SOR party at the entrance to the PS. At the president’s remark, they left.
  • PS 25/19, Chisinau, Center. At 13.40, an observer had a PN calendar and another observer reprimanded him.
  • PS 29/25 Chisinau, Riscani. An operator left the PS at 9:00 to distribute PPS flyers. The policeman reprimanded her, she changed her location for half an hour, then left, leaving the operator’s job.
  • PS 29/20 Chisinau Riscani. PPS and PDM representatives were offering leaflets and campaigning materials at the entrance to the PS. The EBPS president made a remark and called the police.
  • PS 29/3 Chisinau, Center. A PDM member walked into the polling station with a notebook, he spent a few minutes in it, he also had a leaflet of the PDM party, the observers made a remark and the man hid the leaflet.
  • PS 29/26 Chisinau, Riscani. A bag with the PPS logo was left by the PPS observer in the PS. The president of the EBPS removed it.
  • PS 37/21 Razeni, Costesti. A voter approached the PDM observer and asked who to vote for, the observer told him, then the voter went to get his ballot papers, when he approached the voting booth, he again turned to the observer, inquiring, then he voted.  No one intervened.

  • PS 15/25, Calarasi, Condratesti. At 15.20, music was played in the PS and there was PPS electoral publicity among the pieces of music. The situation lasted for at least 40 minutes. The EBPS president did not react to it in any way.
  • PS 27/11, Chisinau, Buiucani. At 17:26, a representative of the PDM entered the PS holding a leaflet. A media representative noticed this and accused the observers of assisting in violations without interfering.
  • PS 28/15, Chisinau, Riscani. At 18:41, PSRM representatives distributed flyers and flags with party symbol on the staircase of the PS.
  • PS 36/23 Stefan-Voda, Olanesti. A brochure with PSRM campaigning materials was found in the voting booth.
  • PS 20/20 Straseni, Straseni. At 20.20, a PPS sympathizer, who had been campaigning all day long outside the PS, in the evening, entered the PS as a national observer from the CCRM Public Association, and assisted at vote counting. The EBPS president allowed it.
  • PS 21/26 Criuleni, Hrusova. At 15.05, the PCRM observer was in the PS 26 and distributed leaflets of the PPS. The EBPS president told him to hide the leaflets. He hid them into his pocket, but they could be seen.
  • PS 9/27 Balti. A voter entered the PS, wearing a PPS badge and voted. The president of the EBPS members did not intervene.
  • PS 9/27 Balti. In the period of time between 18.35 and 19.30, some women were in the hall of the building, where the PS is situated. They had a list of voters’ phone numbers and were calling them.
  • PS 24/14 Chisinau, Botanica. At 8:40, a voter entered the PS, wearing PSRM symbolism. The EBPS members told her to take off the vest and vote. The voter was indignant, but she obeyed and voted.

Organized transportation of voters (buses, minibuses, or other transport units that would not normally be in the vicinity of the PS) – 39 PS

  • PS 29/19 Chisinau, Riscani. A white Mercedes-Benz Sprinter, with reg. no. CMW 123, which carried voters, was seen near the PS. The first time the vehicle was seen at approximately 09.30 and the second time – at 10.00. There were a few elderly people and more young people in the bus. They were allowed to leave in groups of 3 and go to vote.
  • PS 29/9 Chisinau, Center. There are 4 buses around the PS: a green, black, white, and red one with about 100 people. The observer announced the LTO and filmed the buses. At the moment, the buses are waiting for the voters’ return. The voters’ entry into the bus will be filmed and sent to the LTO. Registration numbers of the buses are: NPL 541, OMM 213, OOT 868, FNK 880.
  • PS 29/9 Chisinau, Center. Approximately at 18:32, a red Mercedes Sprinter with registration no. KSC 519 carrying about 20 voters, was seen near the PS.
  • PS 29/9 Chisinau, Center. At 19:00, two dark red Mercedes Sprinter vehicles were seen within 40 m of the PS, carrying about 20 people, the first car with regist. no. KSC 519 and TQC 455.
  • PS 29/9 Chisinau, Center. At 19:19, a transport unit (Ford Transit 9, capacity 18 people, regist. no. DPT 472) was seen transporting voters to the PS. The observer could not determine which party ensured the transportation of voters. The EBPS president did not provide any comments because she was missing from the PS for 45 minutes.
  • PS 48/007 Transnistria, Chisinau. Voters were brought to the PS in an organized manner. Thus, at 12.40 – about 40 people were brought, at 15.25 – 30 people at 15.50 – 200 people, at 16.50 – about 150 people.
  • PS 48/020 Transnistria, Stefan Voda. At 14.20, approximately 15 people were brought to the PS to vote, at 16.05 another 30 people were brought.
  • PS 47/004 Transnistria, Criuleni. At 13.25, voters were brought to the PS in an organized manner with the following means of transport: white bus, regist. no. E 161 AO, white Mercedes-Benz minibus with unidentified numbers, yellow Mercedes-Benz bus, reg. no. E 668 BK. At 17.45, about 150 people were brought to the PS. The means of transport involved are: Mercedes-Benz minibus, yellow, regist. no. E 668 EM, white Mercedes-Benz Sprinter, minibus, regist. no. ELB 563, blue Mercedes-Benz, regist. no. GME 130, white Mercedes-Benz, minibus, reg. no. E 405 AE.
  • PS 47/022 Transnistria, Ustia. More than 100 people were brought to the PS in a organized way, transport units involved: Mercedes-Benz, red bus, regist. no. E 588 BC, Mercedes-Benz “Travel Bus”, reg. no. E 762 BM.
  • PS 47/021 Transnistria, Sanatauca. 16 people were brought in an organized way to the PS to vote. The people were brought with a red minibus, regist. no. K 888 AH.
  • PS 47/007 Transnistria, Hirtop. Organized transportation of approx. 300 people at 13.50. Between 13.50 – 18.30, approximately 200 people were brought, 15 buses, were provided. The means of transport involved: Mercedes-Benz Sprinter, white minibus, regist. no. C ID 057, MJU 980, LFN 838, QQX 199, CSI 755, PPS 265, C MY 826, K KF 777, C PK 520 and C OH 979, Blue Mercedes-Benz Sprinter, regist. no.  K 803 AP, Mercedes-Benz Sprinter, red, regist. no. K 826 AM, Mercedes-Benz, white, minibus, regist. no.  K 673 AO.
  • PS 47/014 Transnistria, Oxentea. About 100 people were brought to the PS in an organized way with 2 buses and 5 minibuses.
  • PS 47/006 Transnistria, Rezina. Organized transportation of voters. At 06.20, approximately 100 voters were brought to the PS, a bus, with unidentified number. At about 11.50, about 50 people were brought with another bus.
  • PS 47/009 Transnistria, Soldanesti. At 14.45, approx. 20 people were brought to the PS to vote in an organized way, transport involved: a red minibus, registration number P 153 BX.
  • PS 47/015 Transnistria, Ustia. At 11.45, approx. 40 people were brought to the PS with 2 minibuses: white Mercedes-Benz, registr. no. E 288 AP and No. E 004 AH.
  • PS 39/31 Sarata Galbena, Hirtop. A large number of voters were brought to the PS with a Mercedes, registr. no. CMAI 116. The STO could not be contacted to get more details as his phone number was out of reach.
  • PS 15/62, Calarasi, Tibirica. At 11:20, voters from Schinoasa were brought to Tibirica in an organized way, with a bus presumably belonging to the MAI (with civilian numbers, although the same bus had MAI numbers last Sunday), there was the MAI emblem, n / a ZKQ588. The vehicle has been seen already twice. This transport is not provided by the Town Hall.
  • PS 16/33, Ungheni, Sculeni. At 18:10, it was found that PDM representatives go to the village, bring voters to the PS, they wear PDM symbols, and when the group of voters finishes the vote, they carry them back.
  • PS 40/45 Cimislia, Topala. In the store that is 15-20 m away from the PS, people, wearing PDM symbols, treat voters to strong drinks, coffee, tea.
  • PS 19/36 Ivancea, Molovata Noua, Roghi. About 15 people were brought in a minibus (Mercedes Sprinter, white, registr. no. ZUF 503) by unidentified people.
  • PS 19/50 Ivancea, Susleni. About 15 people were brought in a minibus (Mercedes Sprinter, white, registr. no. ZUF 503). The party organizing the transportation was unidentified.
  • PS 20/18 Straseni, Straseni. From 17:00-19:00, a car was bringing people to the PS. The given car was observed 3 times 30 m away from the PS. The observer assumed that it could be organized by PDM activists on the grounds that the PDM observer approached the car frequently. The observer did not take pictures of the car and did not provide any identification data of the vehicle.
  • PS 21/23 Criuleni, Dubasarii Vechi. The voters were brought to the polling station in an organized manner with a white Renault minibus. It belongs to PDM supporters.
  • PS 34/25 Anenii Noi, Maximovca, PS 34/22 Anenii Noi, Floreni.32 minibuses with people coming close to the polling stations in Varnita have been reported.
  • PS 35/17 Causeni, Hagimus. 2 minibuses of 20 and 9 seats, bringing voters to the PS, have been noticed within a time interval of 20 minutes. Drivers stood near the PDM observers. Transport involved: Volkswagen Vito, blue, registr. no. THY129, and Bender-Hajima White, registr. no.
  • PS 47/006 Transnistria, Rezina. At 18.55, a bus was observed transporting approximately 50 people to the PS. It was not possible to identify who organized the transportation.
  • PS 48/008 Transnistria, Anenii Noi. At 15.30, a group of 100 voters were transported to the PS to vote, means of transport: white Volkswagen, minibus, registration number T 905 AO, and orange minibus, registr. no. T 472 HO. At 15.50, about 60 people were brought to the PS. The buses were parked around the PS, transportation involved: green Mercedes-Benz, bus, registr. no. E 051 BO and T 567 HO.
  • PS 48/010 Transnistria, Anenii Noi. Approximately at 15.50, a white bus, regist. no. MUM 812 brought about 30 people to the PS. At 16.40, there were about 30 people in a white bus, regist. no. T 615 AX. At 18.00, approximately 50 voters were brought to the PS in a white Mercedes-Benz, minibus, and 1 green bus, number – unidentified.
  • PS 48/024 Transnistria, Chisinau. 100 people were brought to the PS at 16.00, transportation involved: dark green Mercedes-Benz bus, registr. no.  BPS 942.
  • PS 48/013 Transnistria, Causeni. At 16.20, approx. 40 people were brought to the PS. The means of transport are parked away from the PS.
  • PS 48/017 Transnistria, Hagimus. Voters are brought in an organized way to the PS. Approximately several means of transport were parked on the main street and near the PS: Mercedes-Benz Sprinter, minibus, white, registr. no.. C 169 ET, T 538 KP, T 644 KH, LIW 656, A 131 CM, T 166 MP, T 265 MI, A 672 EA, RST 217, A 217 EB, T 249 EO, A 934 CK, Mercedes-Benz, minibus, Red Sprinter, registr. no. A 191 BC.
  • PS 48/001 Transnistria, Chisinau. At 17.00, approx. 100 people were brought to the PS, being transported with 2 MAN buses of white color, registr. no. GLA 887 and GLA 871.
  • PS 47/008 Transnistria, Soldanesti. Organized transportation of large numbers of voters involving about 15 private cars, 3 large buses and a minibus, as well as other transport units. It was found that the transport units are headed by a Volkswagen car.
  • PS 47/006 Transnistria, Rezina. At 12.30, approx. 200 people were transported with about 30 personal cars, 6 minibuses, 7 buses.
  • PS 47/022 Transnistria, Ustia. According to the voters, they were brought to the PS in an organized manner. It was ensured that buses and cars with Transnistrian numbers did not pass the border control. Vehicle drivers were paid $ 20-25, depending on the number of voters carried, and voters were paid $ 20 for voting as indicated.
  • PS 47/004 Transnistria, Criuleni.

Deficiencies in electoral lists (address discrepancies, deceased voters, signatures in place of other people) – 61 cases.

  • PS 40/8 Cimislia, Cimislia. A voter, residing in Cimislia, was not on the basic electoral rolls. The EBPS president decided to include the voter on the supplementary list.
  • PS 33/9 Chisinau, Durlesti. A voter was not found on the basic list, he was included in the supplementary list. According to the data from the identity card, the STO says the voter resides in the territorial jurisdiction of the constituency.
  • PS 33/3 Chisinau, Codru. A voter criticized the EBPS members for the fact that there is a foreign person registered at his address -str. Costiujeni, 8/3, et. 9, for several hours, the voter was making a row in the PS. The police and an ambulance were called.
  • PS 33/9 Chisinau, Durlesti. The voter was not found either on the basic list nor in the SIAS Elections, although his residence visa is within the given constituency. The voter voted on the supplementary list.
  • PS 33/5 Chisinau, Durlesti. At around 18:40, a voter found that another person signed in the register instead of her mother, who had been abroad for several years. The woman wrote a contestation.

  • PS 24/19 Chisinau, Botanica. At 12.45, a voter confirmed that there was a foreign person registered at her address, she did not know the person.
  • PS 24/24 Chisinau, Botanica. At 9:42, a voter found that the former owner of his apartment also had the residence visa at his address.
  • PS 25/18 Chisinau, Botanica. At 11.20, a voter noted that there are addresses in the electoral list that do not exist.
  • PS 25/18, Chisinau, Botanica. At 11.45, a voter said his daughter has had her residence at his address for 17, but she did not appear on the electoral roll.

  • PS 29/12 Chisinau, Center. A voter found on the list her parents that died 15 years ago. She wrote a contestation, the president accepted it and said she would report it to the CEC.
  • PS29 / 24 Chisinau, Center. A voter said there were two unknown people registered at his address. The president announced the CEC and the voter mentioned that he would return at 20:55 to see if the people in question voted.
  • PS 36/10 Stefan Voda, Cioburciu. A voter paid attention to the fact that his parents, who are already for 12 years in the US and are no longer residing in the given area, appear in the rolls.
  • PS 36/8 Stefan-Voda, Carahasani. A voter appears on the lists in Chisinau, but his residence is in the village of Carahasani, the president of the EBPS addressed the SMCC and received the answer not to allow the voter to vote at that polling station.
  • PS 30/16 Chisinau, Ciocana. A voter found foreigners registered at his address. In total, 2 people were found registered at the same address.
  • PS 30/3 Chisinau, Ciocana. Ginta Latina 1 ap. 108, as in the previous elections, its former owners 3 persons- appear on the list. The resident had previously written a request to exclude them, but the situation has not changed. The president drafted a report in this respect.
  • PS 43/6 Cahul, Cahul. The names of the two deceased persons were identified in the electoral rolls. The incident was reported to the EBPS president. No action was taken in this regard.
  • PS 43/25 Cahul, Pascani. A deceased person was identified on the electoral roll, a resident of Pascani, Manta, Cahul dist. The LTO reported this incident to the STO, who checked the lists and saw the error.
  • PS 43/8 Cahul, Cahul. Deceased people detected in the electoral rolls. The EBPS president asked for evidence of the man’s death from his wife, who reported the death and said she would report this case to the CEC.

  • PS 28/3, Chisinau, Riscani. At 16:30, two persons deceased in January 2019 were identified on the basic lists.
  • PS 28/4, Chisinau, Riscani. At 17:20, some voters announced that their deceased neighbor was included on the basic lists.
  • PS 28/5, Chisinau, Riscani. At 17:40, a voter identified a deceased relative included on the basic lists.
  • PS 10/5, Balti, Balti. At 14:00, a voter identified that someone else signed instead of him on the electoral list. As a result, no action was taken by EBPS members to identify who signed the list or those who committed the error.

  • PS 26/23, Chisinau, Center. At 16:34, a voter did not find himself on the basic lists, although his home address is within the PS.
  • PS 26/14 Chisinau, Buiucani. At 17:45, a voter detected a foreign person registered at his home address.
  • PS 27/19, Chisinau, Buiucani. At 16:25, 5 deceased people were found on the basic electoral lists. At the same time, two people, who have changed their domicile within the respective PS, are not found on the basic electoral list.
  • PS 28/24, Chisinau, Riscani. At around 18:00, a voter who came to vote, found that another person had already signed on the electoral roll instead of him. The EBPS president decided to draw an arrow on the list, asking the voter to sign in the place assigned for the other person, who signed instead of him.
  • PS 28/19, Chisinau, Riscani. A voter found that another 3 people – former owners of his apartment, are still registered in his apartment. Last year, they were not included on the basic list.
  • PS 31/21 Chisinau, Ciocana. A person came to the polling station and found a person, who had died long ago on the list.
  • PS 30/20 Chisinau, Ciocana. M. cel Batrin 32 ap. 152, Portnoi Tatiana was included on the list, without being registered at this address. The actual owner of the dwelling says that in the previous elections, Portnoi Tatiana was not on the list.
  • PS 30/13 Chisinau, Ciocana. M. Sadoveanu 26/2 ap. 211, 17 people registered at this address were enrolled on the supplementary lists, all of them voted. The president did not interfere with the case.
  • PS 29/23 Chisinau, Riscani. At 23:29, the surveillance camera malfunctioned.
  • PS 20/14 Straseni, Galesti. Two deceased persons were included on the electoral rolls.
  • PS 5/3, Glodeni, Glodeni. At 14.30 a voter came to the PS, he had voted in the previous elections, but was not on the lists. For unclear reasons, the electoral bodies attributed the voter to another PS. The president of the EBPS told the voter to go to the PS where he is registered.
  • PS 9/18 Balti. The voter announced the EBPS members that another 4 people were registered at his home address, three of whom left for Russia and have a residence visa in that country, and a person has been deceased for several years.
  • PS 8/25 Floresti, Hirtop. The electoral list did not include 5 people, 1 was not present in SIAS Elections System, even if one of them had a temporary residence within that PS, they were included on the supplementary list.
  • PS 3/9 Edinet, Cupcini. A voter found on the basis voters’ list 4 people registered at her address. The voter says she only lives with her husband.
  • PS 6/7 Drochia. At 8:25, a deceased person was found on the electoral list.
  • PS 7/3 Soroca. At 15.02, an EBPS member found that the name of a deceased person was present on the voter lists.
  • PS 9/27 Balti. At 16.50, a voter identified on the electoral list a person, who died in 2015 and did not have a residence visa at that address.
  • PS 9/28, Balti. At 17.26, it was found that the voter did not appear in the SIAS Elections System, or on the electoral list, even if he had the residence visa within the appropriate PS. The president of the EBPS enrolled him on the supplementary list.
  • PS 9/21, Balti. At 19.03, a family of voters came to the PS and did not find themselves on the electoral list but their deceased mother was enrolled. A voter accepted to be included in the additional list and the other refused.
  • PS 24/15, Chisinau, Botanica. At 13.10, a voter came to the PS, being dissatisfied that there were other people registered at his residence, he claimed they were dead, but had no evidence.
  • PS 23/6 Chisinau, Botanica. One and the same person was included twice in the electoral lists with different names and ID numbers. The EBPS president reported this mistake and informed the CEC.
  • PS 8/13 Floresti, Cernita. Five people were not found on the electoral rolls, one of them was not found in the SIAS Elections system (even if all of them have a long-term residence visa).
    EBPS members notified the CC and included them on the supplementary lists.
  • PS 8/24 Floresti, Ghindesti. 6 voters were not on the electoral rolls and were included on the supplementary lists.
  • PS 8/24 Floresti, Ghindesti. 10 people were not found on the electoral rolls. They voted on the supplementary lists.
  • PS 8/7 Floresti, Ghindesti. 4 voters were not found in the basic electoral lists. They were included on the supplementary lists.

Deficiencies in the operation of the SIAS Elections System (suspension of operation, situations when SIAS Elections System indicates that the voter voted, and he claims not to) – 13 cases.

  • PS 32/19 Chisinau, Colonita. At around 16:30, the computers connected to SIAS Election System did not work for 20-25 minutes, the connection was restored by a Moldtelecom official.
  • PS 23/24, Chisinau, Botanica. At 11.45 a new voter could not vote because he was told that 40 seconds ago he voted in another PS.
  • PS 25/9, Chisinau, Botanica. At 13.46, a voter found that her deceased husband is on the electoral roll.
  • PS 25/8, Chisinau, Botanica. At 15.20 a voter was told that he had already voted in another constituency, although the voter did not vote. A phone call was made to the constituency, where the person allegedly voted and it was found that the IDNP was introduced by mistake. The necessary correction was made and the person voted at the respective PS.
  • PS 29/15 Chisinau, Riscani. Because there was no Internet connection between 08: 45-09: 15, the activity of the PS was stopped. The operators solved the problem and the PS returned to normal activity.
  • PS 29/15 Chisinau, Riscani. From 11:25 to 12:10, the SIAS Elections System did not function, the voters were listed manually.
  • PS 37/29 Razeni, Milestii Mici. In the morning, there were shortcomings with the SIAS Elections system, then it worked well, then the Internet connection disappeared, then the same situation happened in the case of the 2nd operator, in 15 minutes the problem was solved. For about 5 minutes, it was not possible to verify the data, so the voters had to wait a little.
  • PS 28/13, Chisinau, Riscani. At least 6 people were identified in the SIAS Elections system with old addresses, while their IDs indicate other addresses within the respective polling station.
  • PS 27/1, Chisinau, Buiucani. At 18:15, there was no Internet connection for 10 minutes. During this time, the voters did not vote, they waited in the PS until the situation is remedied.
  • PS 20/31 Straseni, Romanesti. At 19.36, SIAS Elections system did not work, it showed an error. It had not worked for about 12 min.
  • PS 47/001 Transnistria, Chisinau. A voter came to the PS to exercise his right to vote, but the SIAS Elections System indicated that the voter had already voted, although there was no stamp in his identity card.   • PS 4/3 Riscani. A voter photographed the ballot, the president of the EBPS called the police and a record was drawn up.
  • PS 5/55 Glodeni, Viisoara. At 15.30 a voter photographed the ballot. The president of the EBPS reprimanded him.
  • PS 8/31 Floresti, Zarojeni. At 14.44, a voter photographed the ballot in the voting booth. The case was noted by one of the EBPS members. The president reprimanded the voter.

  • PS 42/36 Cantemir, Ghioltosu. At 21:17, the STO noted that the camera was not connected. PS operators explained that it cannot record the counting process because there is not enough memory. The President of the EBPS has not taken action.
  • PS 42/10 Cantemir, Tarancuta. At 21:40, when the vote counting began, the camera was disconnected. The EBPS members, including the president, did not take any action, claiming there is no need for the camera during the vote counting.
  • PS 40/24 Cimislia, Ciucur Mingir. The camera did not work throughout the day. Until 18:50, the EBPS president did not know about that. The STO believes the responsible person did not know how the camera works. The STO announced the president of the EBPS about this, at 19:00, the camera was reconnected.

  • PS 27/1, Chisinau, Buiucani. The video camera is not properly positioned because it covers not only the ballot boxes but the entire room.
  • PS 12/35, Singerei, Chirileni. Until 10:45, the damaged camera had been fixed. There were representatives of the US Embassy and they all noticed this problem. And again, the president of EBPS tried to contact the SMCC, but without any results.
  • PS 13/36, Rezina, Socola. At 18:40, the camera was disconnected because it had no memory. The president is aware, but he cannot change the situation.
  • PS 18/39, Orhei, Saseni. At 21:00, it was found that the camera has a full memory storage device.   • PS 11/62, Falesti, Taxobeni. At 22:03, the filming process in the PS was interrupted because, according to the operators, the camera was broken, which was also noticed by the president of the EBPS. As a result, those in charge of the camera issued an act confirming that the camera was faulty.
  • PS 12/36, Singerei, Sacarovca. Approximately at 21:00, the camera got defective and no longer worked. The counting process was not registered.
  • PS 12/58, Singerei, Taura Veche. At 21:25, when the counting process started, the camera was accidentally hit, and subsequently disconnected. Its non-functionality was detected only in the process of splitting ballots by parties.  At this stage, the camera was restarted.

  • PS 21/37 Criuleni, Riscova. At 14:28, a stamped referendum ballot, was forgotten in the voting booth. The EBPS president decided to place it in the safe.
  • PS 23/10 Chisinau, Botanica. By 11.12, at least 7 voters left the ballot papers for the referendum in the voting booth. All ballot papers were canceled by the EBPS president.

  • PS 29/8 Chisinau, Center. A visually challenged voter left the ballots in the voting booth. The members of the bureau and the observers recorded the case and decided to draw up a report and put the ballots in the ballot box.
  • PS 30/24, Chisinau, Ciocana. At 18.24, a voter, after receiving the ballot papers, began agitated, being asked by the EBPS president to enter the voting booth and vote. The voter tore all the ballot papers publicly.

  • PS 30/7 Chisinau, Ciocana. Zadnipru 2, ap. 96 – 46 persons on the basic lists, of whom 36 already exercised their right to vote. The president did not react.
  • PS 30/9 Chisinau, Ciocana.. Zadnipru 19, ap. 97, 2 people do not have a residence visa at this address, but they are on the lists and this is not the first time. The president did not take any action.

Unjustified cessation of voting in the polling station – 1 case

  • PS 8/49 Floresti, Rosieticii Vechi. At 1:50, electricity was disconnected for 25 minutes, because of electrical heaters. The polling station was closed. The EBPS president closed the polling station and contacted the person in charge of electricity.

The ballot boxes were not sealed according to legal procedures / broken / damaged or missing seals on the ballot boxes – 19 cases.

  • PS 44/22 Taraclia, Cortenul Nou. At 17:49, the ballot box is secured with only one seal. This incident was detected at the opening of the PS. No action has been taken so far to fix the incident.
  • PS 23/12, Chisinau, Botanica. At 6.56, 4 stationary ballot boxes were secured with 2 seals.  The EBPS president said would put only two seals on the ballot box so far.
  • PS 34/29 Anenii Noi, Ochiul Ros The ballot boxes were not sealed correctly. They were sealed with only 2 seals, not 4. There were 3 ballot boxes in the PS.
  • PS 34/40 Anenii Noi, Larga. The ballot box is secured with only 2 seals instead of 4.
  • PS 37/19 Razeni, Salcuta Noua. In the morning, only 3 seals were applied on the ballot box, the EBPS president replied that they had been told at the CEC that they would receive 4 seals, of which 3 for the stationary ballot box and one for the mobile ballot box.
  • PS 13/27 Rezina, Saharna. The ballot box was secured only with a seal. The EBPS said the other three are for the bags.
  • PS 28/7 Chisinau, Riscani. The ballot box was secured with only 3 seals, but they were also poorly fixed. The EBPS president explained it by inattention to the staff.

  • PS 19/1 Ivancea, Ivancea. 1 single seal on the ballot box. The EBPS president says he only received one.
  • PS 21/11 Criuleni, Cimiseni. Ballot boxes were secured with only 2 seals. The EBPS president said he did not know there should be more.
  • PS 21/21 Criuleni, Ratus. Since the opening of the PS, 2 boxes had been sealed incorrectly with only 3 seals. The president motivated this by the fact that the seals deteriorated.

Cancellation of ballot papers before the closure of the polling station4 cases.

  • PS 26/21, Chisinau, Center. At 19:00, the EBPS president, jointly with EBPS members and observers of political parties, made the decision to cancel unused ballot papers to save time. It was decided to keep 100 ballots for any event.
  • PS 27/20, Chisinau, Buiucani. At 20.09, the EBPS president requested the agreement of EBPS members and party observers to begin the cancellation of unused ballots. The reason given was the desire to finish the process by 21:00.
  • PS 30/15 Chisinau, Ciocana. The President called for stamping of unused ballots beginning with 19:35.
  • PS 9/1, Balti. At 20.15, clean ballots were removed from the safe and the EBPS president began to cancel them. The other members of the EBPS agreed to not to delay the process.

Refusal to issue the vote counting minutes – 1 case

  • PS 40/6 Cimislia, Cimislia. At 1:24, after the vote counting, the EBPS members did not want to provide the STOs with the minutes.

Other -23 cases.

  • PS 48/018 Transnistria, Stefan Voda. In 3 separate cases, it was found that the voter came from outside the PS with 4 ballots, which lacked the official emblems. All ballot papers had already been stamped in favor of the PPS. The EBPS president and the observers noted this situation. The ballot papers were not cast in the ballot box, being canceled. The police were also called.
  • PS 29/7 Chisinau, Center. The PS is located in the Satiricus Due to the start of the performance, everything except for the ballot boxes was rearranged. The reason was that the voting prevented the spectators from entering the performance hall. Respectively, the space granted for the EBPS was reduced.
  • PS 46/5 Ceadir-Lunga, Ceadir-Lunga. A person voted twice, once in the PS and once again with the mobile ballot box. EBPS members do not know how to react. The STO could not see the ID card sheet to check the Elections stamp 02.2019.
  • PS 42/2 Cantemir, Cantemir. The PS did not close at 21:00 because the mobile ballot box did not arrive. The EBPS president asked for the permission and announced that the PS would close later.
  • PS 40/33, Cimislia, Ivanovca. At 16:55, there was a power cut for about 10 minutes.
  • PS 32/8, Chisinau, Bubuieci. At around 16:50, a voter found the damaged stamp in the voting booth, the silicone of the stamp was removed. The EBPS president recorded this fact and blocked the voting in the respective voting booth.
  • PS 24/4 Chisinau, Botanica. A voter came with the accompanying sheet of his ID card deteriorated and was not allowed to vote because the Voted stamp could not be affixed.
  • PS 12/21, Singerei, Brejeni. At 9:09, a voter from another single member constituency came to vote on the basis of the absentee vote (for the national constituency). For unclear reasons, the EBPS president allowed the person concerned to vote in the single member constituency as well.
  • PS 14/33, Telenesti, Inesti. At 15:20, the EBPS president announced that ballot papers for the referendum should be offered to voters. As a result, a quarrel broke out between the observers and the members of the EBPS. Some voters took the referendum ballots with them.
  • PS 40/1, Cimislia, Cimislia. The PS was not closed because the mobile ballot box did not arrive, its operation was extended for 2 hours. The STO reported that the mobile ballot box was at a hospital where there were many voters.
  • PS 26/24, Chisinau, Center. At 5:30, an ambulance arrived with a team of doctors, who said they were called. None of the PS confirmed having called an ambulance. After 5 minutes, they left.
  • PS 26/26, Chisinau, Center. At 18:00, it was found out that a request to vote at the place of stay was registered. However, when the mobile team arrived on the spot, it turned out that the voter does not live at that address for 3 years.
  • PS 19/36 Ivancea, Moldovata Noua, A voter did not approach the SIAS Elections operators, so subsequently, there were difficulties in processing the data. The EBPS president contacted the CEC officer and reported the identification data of the missing person.
  • PS 21/13 Criuleni, Cosnita – Est. At 15.45, a voter voted with the Biometric Passport (Foreign passport). After voting, the EBPS president realized he was not allowed to vote. However, the voter had already voted and put the ballot papers into the ballot box, and left.
  • PS 23/14 Chisinau, Botanica. 18:30 The power supply was stopped for approx. one hour. The voting process has not been interrupted.
  • PS 9/2, Balti. At 17.12, a student came to the PS and had only the ID card and the library permit. The president of the EBPS allowed him to vote on the basis of these two documents, arguing that anyway, his / her library permit demonstrates that he / she is a student.

Promo-LEX Observation Mission for the Parliamentary Elections of February 24, 2019: new details on the election process

The Promo-LEX Observation Mission for the parliamentary elections of February 24, 2019 notes that of the total of 505 incidents reported by Promo-LEX observers in the period between 14:00 and 19:00, this press release includes 245 incidents processed by the Mission over the specified time frame:

Restricted access or obstruction of free observation in the polling station – 9 cases.

  • PS 33/8 Chisinau, Durlesti. The Mayor of Durlesti approached the EBPS members, loudly and aggressively criticizing the EBPS members for the fact that observers were positioned too close to the voting booths.
  • PS 10/22 Balti, Balti. At 12:10, the Promo-LEX observer was denied data on the number of voters participating in the elections separately in the national and single member constituencies. The reason invoked was that EBPS members collect general data, not at constituency level.
  • PS 10/16, Balti, Balti. At 12:30, it was reported that EBPS members cannot provide information to the Promo-LEX observer on the number of voters, participating in the elections separately in the national and single member constituencies. The position of EBPS members was not substantiated.
  • PS 10/18, Balti, Balti. At 12:20 PM, the Promo-LEX observer was denied data on the number of voters participating in the elections separately in the national and single member constituencies. The president announced that the data would be provided after the vote counting.
  • PS 10/5, Balti, Balti. At 9:30, Promo-LEX observer was refused data on the number of voters participating in the elections separately in the national and single member constituencies.
  • PS 10/5, Balti, Balti. At 13:27, Promo-LEX observer was refused data on the number of voters participating in the elections separately in the national and single member constituencies.
  • PS 22/10 Ialoveni, Rasvet. Promo-LEX observer entered the PS together with a person, whom no one paid attention to, the person monitored the activity of the observers and at some point, involved at in the discussion between observers and EBPS members, displaying aggressive behavior. The person was asked to leave the polling station, when leaving the PS, she discussed with a PDM member.
  • PS 19/16, Ivancea, Crihana. EBPS members did not allow the OSCE observer to take pictures in the polling station. The EBPS president was late to reacted as the OSCE representative had already left.
  • PS 35/4 Causeni, Causeni. The large number of voters present in the PS hindered the observing process. Observers were told to stay in a particular place in the polling station.

Lack of the necessary materials in the polling station. At least one of the following materials is missing: electoral rolls, ballot papers, round stamps with electoral office number, stamps marked “Voted”, “canceled”, special stamp “Elections 24.02.2019”, seals for ballot boxes – 1 case.

  • PS 18/23, Orhei, Isacova. At 15:30, it was found that the ballot stamp had disappeared from a voting booth. The EBPS president states that she has promptly drawn up a statement of fact. At 16:42, the stamp was found.

Acts of violence or intimidation of voters or other people – 6 cases.

  • PS 32/13 Chisinau, Budesti. A drunk person entered the PS, he was aggressive to the EBPS members and voters. Soon, he was removed from the PS.
  • PS 42/38 Cantemir, Raicu. There was a conflict between the EBPS members. A member of the EBPS (appointed by the PSRM) named Grigore Tudos, did not allow the EBPS president to see the electoral rolls with the number of people who voted, necessary for the report to the CEC that was to be made at 12.00. The rest of the EBPS members involved.
  • PS 10/15, Balti, Balti. At 14:20 a drunk person entered the PS, shouting that he wanted to vote for The EBPS president asked him to calm down, allowing him to vote. After voting, he put the ballot papers into his pocket, intending to leave the PS. The EBPS president banned it. After that, the voter left, then came back and asked to be returned the ballots, claiming that he needed them as proof. The police were called.
  • PS 18/43 Orhei, Mana. At 14:38, there were altercations between voters and representatives of the PPS due to the fact that the latter were campaigning near the PS.
  • PS 28/2, Chisinau, Riscani. One of the candidates from the constituency no. 28 (unidentified by the observer) vandalized the banner of A. Slusari, the candidate of ACUM Bloc. As a result, a verbal conflict broke out, after which Mr. Slusari called the police and the candidate, who had caused the conflict left.
  • PS 10/13, Balti, Balti. At 8:39, given that a PS intended for the Transnistrian region is located in the vicinity of this PS, voters from Transnistria came to vote. They made a fuss, aggressively talking with the EBPS members, and asked to vote in the PS 10/13 as there were no queues in it, while their PS was very crowded with big queues.

Rumors, attempts or real cases of material or financial rewards offered to voters in the perimeter and / or near the polling station to influence the voters’ choice – 27 cases.

  • PS 48/008 Transnistria, Anenii Noi. Having exercised his voting right, a voter who was among those who had been transported to the PS in an organized manner, returned to the PS and asked for $ 20. According to the voter, those who voted for the independent candidate Melnic Viorel were given the reward.
  • PS 48/013 Transnistria, Causeni.  A voter said that those who voted for the candidate Melnic were offered a reward of 400 lei.
  • PS 48/017 Transnistria, Hagimus. At least 3 voters said that the vote for the PDM candidate is rewarded by $ 20.
  • PS 40/4 Cimislia, Cimislia. After voting, a citizen informed the observers that “at the gate to the kindergarten, people are paid”. The STO informed that there were representatives of the PPS and the PDM on the territory of that kindergarten.
  • PS 9/22, Balti. At 10.20, the voters informed the EBPS members and the people present in the polling station that money was given by the representatives of the PDM, PSRM, PPS near the PS (at a distance of 50 m from the PS). The amount given was between 50 and 100 lei. The president of the EBPS said he would not act because it happened at a distance of 50 m from the PS.
  • PS 49/11 Russia, Moscow
  • PS 50/63 Portugal, Setubal
  • PS 13/11, Rezina, Rezina. At 13:15, at a distance of about 50 m from the PS, PDM representatives gave out bags with unidentified content (photos of the PDM candidate in the SMC, the picture with 3 roses and other electoral materials).
  • PS 14/3, Telenesti, Telenesti. At 12:45, voters entering the PS said the PDM representatives in a bus situated near the PS gave monetary rewards to voters.
  • PS 15/58 Calarasi, Sipoteni. At 13:40, in a car with registration numbers CKI731 stationed near the PS, a woman made the list of those who voted for the PPS, and she was giving out party leaflets that seemingly contained money.
  • PS 18/4, Orhei, Orhei. At 11:50, PPS representatives were distributing scarves, handbags, and other electoral material in front of the PS.
  • PS 14/23, Telenesti, Codrul Nou. At around 12:27, a group of PPS activists (wearing appropriate logos) offered hot drinks (tea, coffee) to voters. They were at a distance of 100 m from the PS.
  • PS 10/38, Balti, Octeabriscoe. At 13:44, a white Wolkswagen T4 with the logo of the PPS was spotted, its driver was taking out of the car foodstuffs, taking them to the church behind the PS. After voting, the citizens went to the church, approached the bus, spent some time there, and then left with foodstuffs.
  • PS 12/9, Singerei, Lipovanca. At 9:40, a voter informed the observer that his ID card was photographed by PPS members during a trip to The man was promised to receive some cards therefore, they needed his picture. On the evening of today, he should meet the PPS member, in a certain place, to take his cards at the amount of 1000 MDL, provided he would vote for the PPS.
  • PS 21/16 Criuleni, Cosernita. At 13.30, rumors were heard that outside the polling station, PPS representatives gave out 500 lei to those who voted for the PPS. The EBPS president went out to see it, but they had left.
  • PS 35/12 Causeni, Coscalia. There is a WolksWagen stationed behind the PS (photos at the LTO), where money is given for voting the PDM.
  • PS 35/4 Causeni, Causeni. There were rumors that a woman was paying 100 MDL for a PDM vote. The police involved, the woman was taken to the PS, filed a statement, after which she returned to her activity.
  • PS 30/15 Chisinau, Ciocana. A voter announced that within a 100m of the PS, there is a bus that offers cash rewards to voters supporting the PPS. The president said he would not intervene because it was not in the perimeter of the PS.  The amount is not known. The bus is not visible.
  • PS 30/23 Chisinau, Ciocana. A blue car of the PDM was identified, it distributed bags with the PDM symbol to the voters.
  • PS 30/22 Chisinau, Ciocana. A blue car of the PDM was identified, it distributed bags with the PDM symbol to the voters.
  • PS 21/30 Criuleni, Magdaceşti – Sud. At 10.00, a person entered the PS and announced that there was a person campaigning at the station, the person had a list and gave something to the voters. The station is about 20-30 m from the PS.
  • PS 35/12 Causeni, Coscalia. In the immediate vicinity of the polling station, there is a Volkswagen, where money is rewarded to those who vote for the PDM.
  • PS 35/4 Causeni, Causeni. There were rumors that a woman was paying 100 MDL for a PDM vote. The police involved, the woman was taken to the PS, filed a statement, after which she returned to her activity.

Unjustified group voting (2 and more people in the voting booths) – 24 cases.

  • PS 48/018 Transnistria, Stefan Voda. Two citizens voted unjustifiably in the same voting booth.
  • PS 33/11 Chisinau, Durlesti. Two women entered the voting booth to vote together. They did not react to the remarks and voted together.
  • PS 8/42, Floreşsti, Prajila. At about 8.19, two elderly persons entered the voting booth, they were not visually impaired. One of the voters explained to the other how to vote. The EBPS president made a remark and one of the voters went to another voting booth.
  • PS 8/22, Floresti, Cunicea. At about 8.08, 2 people entered the voting booth. A voter asked the second to explain the voting procedure. The other voter just explained it without giving him any indication of who to vote for. The EBPS president made a remark and the other person left the voting booth.
  • PS 8/2, Floresti. At 9:51, a husband and wife entered the same voting booth. The wife insisted on being in the voting booth while her husband voted. The president of the EBPS showed her the regulation stating that they have no right to do so, after which the voter’s wife returned to the other voting booth.
  • PS 8/39, Floresti, Lunga. At 13.08, two people, who are not relatives, entered the voting booth and consulted on whom to vote for. The EBPS president intervened only after an observer made a remark.
  • PS 9/33, Balti. At 10.13, there were two people in the voting booth. None of them had sight problems.  The EBPS president did not intervene in this incident and none of the EBPS members or observers told them that it was forbidden.
  • PS 9/11, Balti. At 10.03, two people entered the voting booth, although they were not visually impaired. The EBPS president did not react to this incident.
  • PS 9/34 Balti. At 10.23, a husband and wife entered the same voting booth. They stayed for about a minute and consulted on how to vote. After the EBPS president made a remark, they went to separate booths.
  • PS 9/26, Balti. At 11.14, a husband and wife entered the same voting booth. The husband told his wife whom to vote for. The president of the EBPS made a remark, but the man ignored it. They voted and left.
  • PS 9/32, Balti. At 11.14, two people entered the voting booth and consulted on whom to vote. The president of the EBPS made a remark, after which the voters went to separate booths.
  • PS 9/1, Balti. At 11.24, a husband and wife, without any visual impairments, entered the same voting booth. They were telling each other who to vote for. The president of the EBPS made a remark, but nothing happened. The voters exercised their voting rights together and left.
  • PS 9/26, Balti. At 11.34, it was noticed how another voter intervened in the voting booth next to him, and told the other voter whom to vote for. The EBPS president made a remark and the first voter withdrew to his voting booth.
  • PS 9/33, Balti. At 13.47, the wife entered the voting booth and took her husband’s ballots and voted for him. The EBPS president said that it was a violation of the regulation, but the voter did not pay any attention. The ballots were not canceled and no minutes were drawn up.
  • PS 50/82 Sweden, Stockholm
  • PS 10/35 Balti, Octeabriscoe. At 13:23, two people voted in the same voting booth. The president of the EBPS did not notice this and did not take any action in this respect.
  • PS 10/3, Balti, Balti. At 14:30, two people (husband and wife) joined together in the voting booth. The EBRPS members, including the president, did not consider the situation serious, making jokes about people who voted together.
  • PS 14/38, Telenesti, Negureni. At 11:43, two people went to a voting booth. One of these gave indications on whom to vote for. The EBPS members and president intervened and they separated and voted individually.
  • PS 15/59, Calarasi, Sipoteni. At 11:20, two people entered the voting booth together. The EBPS vice-president asked one of them to leave the booth, but they did not comply.
  • PS 15/58 Calarasi, Sipoteni. At 12:58, unjustified voting of 2 people was reported in the same voting booth.
  • PS 26/24, Chisinau, Center. At 11:38, two people entered the same voting booth. The president reacted and prohibited group voting.
  • PS 27/8, Chisinau, Buiucani. At 15:05, two people, husband and wife, entered the voting booth. Both were observed by EBPS members.
  • PS 27/16, Chisinau, Buiucani. At around 14:50, several voters were noticed, approaching adjoining voting booths, they claimed various degrees of kinship and disability of the voters. Those who approached the booths, gave indications on how to vote. The president reprimanded them, but without any result.
  • PS 28/16, Chisinau, Riscani. At 2:15, a voter approached a woman in the voting booth and told her how to vote, and then the same was done with respect to another woman. When the president of the EBPS reprimanded him, the man reasoned that they were relatives and the old lady was ill.

Unjustified presence of unauthorized persons within the polling station – 14 cases.

  • PS 33/7 Chisinau, Durlesti. A representative of the PDM (the conclusion that it is from PDM was made by the STO based on his frequent conversations with the PDM observer), without being identified, is sitting in the PS and giving something that cannot be identified to voters, some of whom are intoxicated.
  • PS 40/11 Cimislia, Dimitrovca. Candidate Domnica Manole, representing ACUM Bloc, entered the PS for 10-15 min, arguing that she wishes to see how the electoral process takes place. The President of the EBPS made an observation and she left.
  • PS 40/3 Cimislia, Cimislia. A person, who campaigned outside the PS for the PPS, entered the PS, waiting for the EBPS members with the mobile box for 2 minutes, and went out with them.
  • PS 40/31 Cimislia, Iordanovca. The independent candidate Gheorghe Railean (who is also the mayor of Cimislia) entered unjustifiably the PS for a few minutes. He left the PS on his own initiative.
  • PS 40/6 Cimislia, Cimislia. Candidate Cirlan Victoria from the PPS, entered the PS 3 times. She was dissatisfied with the fact that the team, accompanying the mobile box, had left without a PPS representative. The EBPS president was not in the room (he left with the mobile ballot box), but the vice-president reacted, warning the lady that she had to leave the PS.
  • PS 9/9, Balti. At 15:30, an unauthorized person entered the premises of the PS. This is the second entry of the same person – a representative of the PPS- into the PS. He entered the PS to talk to the observers. The EBPS president made a remark claiming he was not allowed to enter the PS and he left.
  • PS 14/16 Telenesti, Chitcani Vechi. At 12:50, a representative of the PSRM came into the PS, wearing the party symbol, he had his meal in the PS. This incident was seen by the representatives of ACUM Bloc (Maria Ciobanu and Marandici), who told the Promo-LEX observer that they did not take action. EBPS President resolved the situation by 13:05.
  • PS 15/2, Calarasi, Calarasi. At 12:07, the PDM candidate in the SMC no. 15, Nicolae Ciubuc, entered the PS and discussed with the observers, asking about their political affiliation and other things motivating that all of us “are ours”.
  • PS 16/42, Ungheni, Buzduganii de Sus. At 12:28, the mayor of the village entered the PS and asked about the voting process (how many people voted, about the political affiliation of the observers, etc.). He spent about 4-5 minutes in the PS. Subsequently, at 16.10, the same person came to the PS in Valea Mare, Calaraşi, where he revolted about the fact that EBPS members allowed the mayor of Valea Mare to enter and leave the PS without any interdictions.
  • PS 18/12, Orhei, Orhei. At 12:16, an unauthorized person, who did not intend to vote was in the PS, refusing to leave the PS at the request of the EBPS members and the president, saying he was a regular citizen and had the right to see how the voting was going on. The president of the EBPS called the police, the latter urged the “citizen” to leave the PS to avoid disturbing the voting process.
  • PS 26/4, Chisinau, Buiucani. At 08:09, three unauthorized people spent in the PS about 10-15 minutes. Initially, they presented themselves as observers, but did not present their authorizations and identity papers. The president of the EBPS asked them to leave the PS.
  • PS 27/5, Chisinau, Buiucani. At around 17:00, a voter began a row, after being asked whether he would like to participate in the referendum. He spent in the polling station for more than 15 minutes. Then he approached the PD observer and talked with him. The president of the EBPS made a remark. The voter threatened to call the police.
  • PS 36/8 Stefan-Voda, Carahasani. A PDM representative entered the PS 2 times within one hour and checked the situation He was asked to leave the PS.
  • PS 22/9 Ialoveni, Bucovat. An unidentified person, a member of the PDM, was in the PS for more than one hour, having several exits / entries to the PS. The EBPS members asked her to leave the room, she resisted, the policeman intervened and made the person leave.

Electoral campaign or adverse campaigning at the entrance to the PS or inside the PS to influence the voters’ choice – 14 cases

  • PS 9/26, Balti. At 11.06, two voters had an argument about their election choices. The president of the EBPS reprimanded them and the voters calmed down.
  • PS 9/7, Balti. At 12.16, a voter received the ballot papers and told the EBPS members that he had these ballots to vote for the PN. The EBPS president did not react to this incident.
  • PS 9/1, Balti. A voter entered with a bag having the PPS symbol, exercised his right to vote and left. The President of the EBPS did not intervene in this situation.
  • PS 9/26, Balti. A voter wearing a scarf with the PPS symbol walked into the polling station at 7.23. He was told to vote in another polling station and left. The president of the EBPS did not react.
  • PS 9/11, Balti. At 13.47, a voter campaigned in the polling station, saying who he would vote for the PN. The president of the EBPS explained that he was not allowed to do electoral campaigning inside the PS.
  • PS 49/07 Israel, Tel Aviv
  • PS 12/1 Singerei, Singerei. In the period between 10:30 and 11:00, unknown people brought leaflets from the PSRM into the PS. The EBPS president was informed.
  • PS 12/3 Singerei, Singerei. At 10:55, unknown people brought flyers of the PSRM into the PS. The president of the EBPS collected and threw them away.
  • PS 15/45, Calarasi, Coseni. At 11:30, a EBPS member, leaving the PS, indicated to the voter where to put the voting stamp. The EBPS president was not notified of the incident.
  • PS 18/6, Orhei, Orhei. At 11:30, a citizen entered the polling station, having no intent to exercise his right to vote, and urged the voters to vote for “DA and PAS”. The EBPS president intervened and insisted that he leave the PS.
  • PS 15/58, Calarasi, Sipoteni. At 11:45, the PPS observer stood at a distance of less than one meter from the voting booth, despite the observations of the EBPS president and other observers, he discussed and contacted voters.
  • PS 18/15, Orhei, Orhei. At 12:48, the PPS observer entered the voting booth with a voter claiming he wanted to help him. Finally, the observer told the voter the exact place where to apply the stamp. The EBPS president did not notice this moment.
  • PS 31/22 Chisinau, Riscani. At 11:45, a man entered the premises of the polling station and started to make electoral agitation, the man was a representative of the PSRM.
  • PS 30/16 Chisinau, Ciocana. The PPS Observer was alluding to the voters to vote for the party. The EBPS members and president did not comment.

Organized transportation of voters (buses, minibuses, or other transport units that normally would not be in the area of the PS) – 23 cases

  • PS 48/010 Transnistria, Anenii Noi. Approx. 50 people were brought by a minibus in an organized manner.
  • PS 48/008 Transnistria, Anenii Noi. Approximately 200 people were brought to the PS to vote for Melnic Viorel, the following means of transport being involved: red MAN bus, reg. no. A 452 EB, a green bus, reg. no. MUM 823, and a white Mercedes-Benz, reg. no. T 054 HM.
  • PS 48/002 Transnistria, Chisinau. Approx. 50 people were brought to the PS in an organized manner.
  • PS 48/007 Transnistria, Chisinau. 30 people were brought to the PS in an organized manner to vote for the PSRM, as claimed by the transported persons. Means of transport involved: red bus, reg. no. VKV 389, white bus, reg. no. MUM 797 and reg. no. MUM 806.
  • PS 48/013 Transnistria, Causeni. At least 100 people were transported in an organized manner, involving the following means of transport: Mercedes-Benz Sprinter, white, reg. no. A 145 EP, white bus, reg. no. MUM 807 and T 615 AX.
  • PS 48/001 Transnistria, Chisinau. A group of about 60 people were brought in an organized way to the PS to vote. The means of transport involved is: green bus, reg. no. LRL 806, white bus, reg. no. T 695 AT.
  • PS 48/017 Transnistria, Hagimus. Several persons have been transported in an organized way to the PS, involving the following means of transport: K bus, white, reg. no. ZQD 880, white Mercedes-Benz bus, reg. no. C IA 127 and C GZ 089, white Hyundai minibus, reg. no. C NM 046, white Mercedes-Benz Sprinter minibus, reg. no. T 249 EO, A 660 BT, C 169 ET, A 490 CO and. C MS 544, red bus, reg. no. T 478 CK, white Volkswagen minibus , reg. no. T 828 HP, black Volkswagen minibus, reg. no. TMY 129.
  • PS 48/022 Transnistria, Varnita. Approx. 200 people were brought in an organized way to the PS to vote, the means of transport involved are: Mercedes-Benz, white bus, reg. no. TG AH 933, white Mercedes-Benz Sprinter minibus, reg. no. A 214 EE, T 707 CT and T 255 KE, red Mercedes-Benz minibus, reg. no. C 338 HB.
  • PS 8/1, Floresti. At 12.25, a group of 5 voters, guided by a person, were brought to the PS. These voters voted on the basis of voting right certificates and were entered on the supplementary list.  The attendant came at least 2 times with 2 different groups of people.
  • PS 10/38, Balti, Octeabriscoe. At 13:36, a minibus was spotted near the polling station, which transported the voters to the PS. The minibus was stationed in front of the polling station, and voters moved from it to the PS and vice versa. The minibus ran along the villages of Octeabriscoe and Tambula. It is assumed that the minibus belongs to the PPS on the grounds that a mobile plate with the badge of this party was installed beside it, which was hidden by the minibus driver when the STO started taking pictures of it.
  • PS 15/62, Calarasi, Tibirica. Voters are transported by a bus. About 30 people were brought.
  • PS 18/4, Orhei, Orhei. At 11:00, the PPS observer brought an elderly person to vote. The voter entered the voting booth alone.
  • PS 28/22, Chisinau, Riscani. At 12:25, the Promo-LEX observer noticed two buses, stationed 300 meters away from PS. The observer assumed they were used to transport voters. These were a white and red Mercedes with a capacity of about 30 people.
  • PS 21/19 Criuleni, Dorotcaia. At 14.00, a group of young citizens entered the PS in the company of a man. After taking the ballot papers, they approached the person and he told them where to apply the stamp. That’s how it happened for about 4 times, each time, the person came in with 2-4 young people. When the observer went out, he saw that this person was bringing people by a grey Volkswagen, reg. no. UMN524. The president of the EBPS did not react.
  • PS 35/3 Causeni, Causeni. Approximately 16 people came on a white minibus, Sprinter, with Tiraspol numbers (T 807 HH), talking about being brought by the PSRM.
  • PS 20/30 Straseni, Recea. From 8 to 12:30, a person with a 2-seat car (Volkswagen caddy, yellow and green) brought a person to vote, he came about 11 times.
  • PS 21/13 Criuleni. Coşnita – Est. At 10.00, organized transportation was offered, 3 buses and 4 minibuses of the PDM brought voters. They arrived several times and were stationed approximately 100 m away from the polling station.
  • PS 19/36 Ivancea, Molovata Noua, Roghi. A minibus with voters came in an organized way. They exercised their right to vote and left the polling station, going back to the minibus and leaving.
  • PS 19/36 Ivancea, Moldovata Noua, Roghi. Supporters of the PPS are brought by minibuses, stationed several districts away from the polling station, so that they cannot be identified by the observers. At the reporting time, about 30 newly-arrived voters were identified. The President of the EBPS is not informed of such an action. Sprinter, registration number ZUF 503.
  • PS 22/20 Ialoveni, Pirjolteni. Approximately at 12.00, two T4 cars with elderly women were seen from the window, parked 100 meters away from the polling station. Suddenly, there was a great flow of voters, then all left. This minibus had been repeatedly seen bringing many people. Other observers also noticed this and talked about it.
  • PS 22/29 Ialoveni, Tuzara. In the morning, there was a car that made about 3-4 turns, a personal car that brought 1-2 voters. There is no evidence, except that it was a grey metallic Honda.
  • PS 34/24 Anenii Noi, Gura Bicului. Organized transportation of voters from Transnistria, about 250 m from the polling station (10 transport units: reg. no. C OP 367, MUM 531, T 506 HA, T 076 EM and 3 unidentified minibuses, CKQ 032, CKQ 032, VBS 449).
  • PS 21/3 Criuleni, Criuleni – Nord. At 11.21, transportation of voters was organized (white minibus, photo sent) people leaving the polling station embarked the minibus. It is not clear whether it was organized by an electoral candidate or not, the police were not called.

Deficiencies in electoral lists (address discrepancies, deceased voters, signatures in place of other people) – 33 cases.

  • PS 45/11 Comrat, Comrat. Deceased people are on the lists. The PSRM observers made a referral to this effect.
  • PS 32/27 Chisinau, Stauceni. A voter was unable to exercise his or her voting rights because the address in the identity card differed from the address in SIAS Elections. The voter did not vote and was recommended to check on the CEC website where he has the right to vote.
  • PS 45/2 Comrat, Comrat. A voter reported that five other unknown persons are registered at his place. This incident also occurred in the previous elections. The person concerned filed a referral with the EBPS.
  • PS 9/18, Balti. At 9:56, voter was not found in the basic list and was included in the supplementary list.
  • PS 9/18, At 10.49, a voter was not on the electoral list, even if he was identified in the SIAS Elections. The president of the EBPS wrote the name of the voter in the supplementary list and the voter received the ballot paper from the President of the EBPS.
  • PS 9/26, Balti. At 11.06, it was found that the wrong address was entered in the electoral roll for 2 voters.  The EBPS president checked if there were other coincidences and corrected them.
  • PS 9/23, Balti. A voter was not on the electoral roll, although according to his / her residence / domicile, he / she is assigned to the respective polling station. The voter was enrolled in the supplementary list.
  • PS 9/34 Balti. At 11.50, a voter was not on the electoral list and was included on the supplementary list.
  • PS 9/21, Balti. At 35, two spouses were not on the list and both refused to be added to the supplementary list arguing that the list was forged.
  • PS 9/18, Balti. At 15.30, a voter found that another voter was registered at the address where he lives.
  • PS 12/52, Singerei, Prepelita. At 9:52, a voter was not found on the basic electoral list, although he is domiciled in the precinct of the PS. The person was included in the supplementary lists.
  • PS 13/31, Rezina, Solonceni. Four dead people were identified in the basic lists.
  • PS 18/4, Orhei, Orhei. At 13:20, a voter found that another voter had already signed the list instead of him. The President of the EBPS was urgently announced and the situation was solved so that the voter finally exercised the right to vote.
  • PS 26/10, Chisinau, Buiucani. A deceased person was identified in the basic lists.
  • PS 26/3, Chisinau, Buiucani. Since a voter was not on the basic lists, he was sent to another PS. Shortly afterwards, he returned, arguing that he was redirected to this PS again. Finally, the voter voted on the supplementary lists.
  • PS 26/10, Chisinau, Buiucani. At 15:30, a person who died 14 years ago was identified in the basic electoral lists.
  • PS 26/4, Chisinau, Buiucani. At 14:00, a person, who died 3 years ago, was identified in the basic lists.
  • PS 26/24, Chisinau, Center. At 15:47, a voter identified 2 foreign persons registered at his home address.
  • PS 26/19, Chisinau, Center. At 15:50, a voter identified a foreign person registered at his home address.
  • PS 26/19, Chisinau, Center. At 2:15, a voter identified a foreign person registered at his home address.
  • PS 27/8, Chisinau, Buiucani. A voter noted that a relative’s address was misspelled. The president and the EBPS members could not make any changes.
  • PS 27/18, Chisinau, Buiucani. At 2:50, a voter found that another voter signed the lists instead of him. As a result, he filed a contestation, and then voted on the supplementary lists.
  • PS 36/36 Stefan-Voda, Talmaza. Voters, about 10, are not on the list. They appear in the list at another polling station at the other end of the village.
  • PS 31/4 Chisinau, Ciocana. A person, who died in 2005, was on the list.
  • PS 31/23 Chisinau, Riscani. A person identified in the list diseased persons registered in his apartment.
  • PS 30/4 Chisinau, Ciocana. Diseased persons detected on the lists. The EBPS president did not comment on the incident.
  • PS 30/22 Chisinau, Ciocana. Street N.M. Spataru apartment 82, there are 3 persons in the basic lists, and 21 on the supplementary list. In apartment 102, there are 10 voters on the basic lists and another 15 on the supplementary. The President was notified, and he also informed the observers of the incident.
  • PS 30/15 Chisinau, Ciocana. A man announced that the former owner of the apartment he owns is on the list.
  • PS 30/16 Chisinau, Ciocana. A homeowner found on the list three people who did not live there. In total three cases of voters with incorrect address were found.
  • PS 21/23 Criuleni, Dubasarii Vechi – West. A voter, at about 13:26, found that a person who had been deceased for many years was on the electoral lists. The EBPS president said he did not make the lists.
  • PS 19/16 Ivancea, Crihana. The data in the identity documents of 3 voters do not coincide with those in SIAS Elections. The President of the EBPS drew up a report on this incident.
  • PS 22/2 Ialoveni, Ialoveni. A suspicious case, 4 persons with temporary visa from 21.02.19-21.04.19, on Alexandru Cel Bun, 31, ap. 57 came to vote once, they were included in the supplementary list and voted.
  • PS 22/32 Ialoveni, Ulmu. A voter had his domicile according to his identity card in Ulmu, but he did not appear in the electoral lists, nor in the SIAS Elections. According to SIAS Elections System, he was domiciled in Chisinau (exact street is not known). The operators sent him to vote in another PS, the voter insisted that he had always voted in Ulmu. He finally voted on the supplementary list. No contestation was filed.
  • PS 22/2 Ialoveni, Ialoveni. Deficiencies in the electoral rolls: on str. Alexandru cel Bun, 31 ap. 57 several persons were domiciled at the same address, they voted on the supplementary list.

Deficiencies in the operation of the SIAS Elections System (suspension of operation, situations when SIAS Elections System indicates that the voter voted, and he claims not to) – 15 cases.

  • PS 33/11 Chisinau, Durlesti. There have been technical problems with SIAS Elections System (for 10-15 minutes).
  • PS 9/26 Balti. At 7.30, a computer did not work for 10-15 minutes.
  • PS 9/34, Balti. At 11.18, there was no Internet connection for about 5 minutes. The voters were asked to wait.
  • PS 9/2, Balti. At 9.40, two voters were not found in the SIAS Elections system. They wrote a contestation because they had a residence visa in Balti, but they were not in the computer. Voters were included in the supplementary list.
  • PS 9/21, Balti. At 12.32, a voter was not identified in SIAS Elections System, nor in the list. And he was introduced on the supplementary list.
  • PS 9/21, Balti. At 13.39, a husband and wife were identified in SIAS Elections, but they appeared to have no residence visa. The voters were enlisted on the supplementary list and were only offered the ballots for the national constituency.
  • PS 12/49, Singerei, Pepeni Răazalai. At 11:30, it was reported that a computer did not work, and measures were taken to resolve the situation, but in vain. However, the PS operated without being disturbed.
  • PS 13/60, Rezina, Trifesti. Between 14:42 and 15:00, a cable burnt and there was no Internet connection.
  • PS 26/2 Chisinau, Buiucani. When entering the voter ID data into the SIAS Elections system it was found that his birth date was wrong (a day earlier than his birthday). At least 15 cases of this kind were found.
  • PS 26/25 Chisinau, Center. At 11:50, in the case of a voter, who prolonged his residence, the SIAS Elections System assigned him to a PS in Balti.
  • PS 27/23 Chisinau, Buiucani. At 14:47, because of law Internet / computer malfunction, SIAS Elections System did not work for at least 15 minutes. The voters were recorded manually, then the data were entered into the computer. The President resolved the situation by 15:02.
  • PS 27/1, Chisinau, Buiucani. Approximately at 17:24, the Internet connection was interrupted. As a result, a queue was formed, the voters were dissatisfied, a family refused to vote. The technical deficiency was removed in 10-15 min.
  • PS 31/17 Chisinau, Ciocana. A voter was not found in the SIAS database but was on the basic lists.
  • PS 19/43 Ivancea, Pohrebeni. Between 8:30 and 8:45, Internet access was suspended, so the voters were enrolled on improvised paper lists in that time frame. When the Internet connection was restored, the process of recording data in SIAS Elections was started.

Photographing of ballot papers, other violations of the secret voting – 36 cases.

  • PS 33/11 Chisinau, Durlesti. A STO observed how a voter photographed the ballot. The EBPS president did not see him. The photo was not deleted.
  • PS 45/6 Comrat, Comrat. A voter took a picture of the ballot and left the PS. One of the observers submitted a complaint to that effect. The President of the ESFS did not take any action at the time of the reporting.
  • PS 32/3 Chisinau, Cricova. A voter photographed the ballot. He managed to get out of the PS, no one asked him to delete the picture from the phone.
  • PS 40/27 Cimişslia, Ecaterinovca. A voter photographed the ballot. The voter refused to delete the photo at the request of an EBPS member.
  • PS 40/26 Cimislia. Zloti. An observer from the ACUM Bloc, photographed the ballot paper while exercising the voting right.
  • PS 8/1, Floresti. At 10.05, a voter was in the voting booth and photographed the ballot. This was noted by one of the EBPS members. The EBPS president told the member of the bureau to cancel the ballot paper.
  • PS 9/33, Balti. At 9.53, a voter photographed the ballot paper while in the voting booth. The EBPS president and operators noticed the flash of the phone. The president of the EBPS made a remark to the voter.
  • PS 9/8, Balti. At 9:55, a voter photographed the ballot papers when he was in the voting booth and then posted it on social networks. This was noticed by the EBPS president, the observers and the members of the bureau. The president made a remark, but he did not tell him to delete the picture.
  • PS 9/4, Balti. At 14.17, a voter photographed his ballot. The president of the EBPS remarked that he was not entitled to do so, but did not tell him that he had to delete the picture.
  • PS 9/7, Balti. At 12.17, a voter photographed the ballot paper while in the voting booth.
  • PS 9/33, Balti. At 14.51, a voter entered the voting booth and spent there more than 5 minutes. A member of the EBPS noted that he was photographing the ballot papers. The president of the EBPS remarked that he had no right to photograph.
  • PS 9/23, Balti. At 15.26, a voter photographed the ballot papers in the voting booth. The incident was observed by one of the observers and the EBPS president was announced. The president asked the voter to delete the photos and canceled the ballot papers. The voter argued that he was voting for the first time and did not know that taking pictures of the ballots was forbidden.

  • PS 26/1, Chisinau, Buiucani. At 16.00, a voter entered the voting booth and photographed the ballot. An EBPS member noticed it and asked to delete the picture. The voter complied.
  • PS 28/17, Chisinau, Riscani. At 15:10, a voter photographed the ballot papers. The observer asked to delete them, but the voter did not react. The president of the EBPS was not involved.
  • PS 28/13, Chisinau, Riscani. At 15:45, a person who photographed the ballot paper was identified.
  • PS 28/9, Chisinau, Riscani. A voter photographed the ballot papers.
  • PS 36/3 Stefan-Voda, Stefan Voda. Voting booths are arranged so that some observers can see how the voter votes, similarly, the voting can be seen from the entrance door.
  • PS 36/1 Stefan-Voda, Stefan-Voda. Voting booths are located in such a way that party observers see the voter’s options. The president was announced but he did not do anything.
  • PS 36/2 Stefan-Voda, Stefan-Voda. When the voters move from the booth to the ballot box, they can see what’s going on in the adjoining booth, just as any observer can see if he’s moving.
  • PS 36/8 Stefan-Voda, Carahasani. The voting booths are located too close and everyone can see the voters’ options.
  • PS 36/10 Stefan-Voda, Cioburciu. One can see from a voting booth how the voter votes in the other booth.
  • PS 31/1 Chisinau, Ciocana. Between 07:00 and 12:35, the voting booths were situated in such a way that prevented the secrecy of voting.

Interrupted filming of voting and counting procedures, other incidents related to the filming of voting procedures – 14 cases.

  • PS 33/13 Chisinau, Singera. Between 10:35 – 12:31, video recording system did not work. EBPS members reported that there was no memory left on the sim card. The malfunctions were removed and at 12:31 it was reinstalled.
  • PS 44/5 Taraclia, Taraclia. Incident reported at 14:54. The video recording camera did not work for about an hour. The problem was identified by the responsible person, who removed the deficiency.
  • PS 11/49, Falesti, Magura Noua. In the time frame of 06.20 – 09.00, the video camera did not work. They went to Falesti and replaced it.
  • PS 12/36, Singerei, Sacarovca. The camera is not situated laterally, it is behind the ballot boxes, which is not in line with the scheme. The voting booth is too close to the observers; some observers can easily see what’s going on in the booth. It was positioned like this in the morning.
  • PS 12/35, Singerei, Chirileni. At 10:45, it was found that the video camera had little memory left – only for 3 hours, until 10.45. EBPS president called the SMCC, and their representatives told him either to erase everything that was filmed, or to leave the PS without further video recording.
  • PS 12/49, Singerei, Pepeni Razalai. At 11:25, the video camera stopped working. Only at 13:00, another video camera was brought.
  • PS 12/36, Singerei, Sacarovca. The camera is not positioned according to the provisions of the CEC.
  • PS 12/41, Singerei, Grigorsuca Petropavlovca. The voting room is not arranged properly. The location of EBPS members, observers, operators does not comply with the rules. The observer is afraid to ask the president of the EBPS as she fears being intimidated in the future.
  • PS 36/3 Stefan-Voda, Stefn-Voda. The president of the EBPS announced that the cameras did not work because the network was overloaded. The announcement was made at 15:20.
  • PS 31/16 Chisinau, Ciocana. There were some problems with the camera in the morning (9:50), after a short time, it was replaced.
  • PS 30/7 Chisinau, Ciocana. Discontinued filming because of battery discharge. This was observed by the president of EBPS and a few minutes later, the camera was connected through a cable.
  • PS 19/1 Ivancea, Ivancea. Camera functionality was questioned. A technician was consulted, who said it only recorded motions around the ballot box.
  • PS 19/35 Ivancea, Molovata. The video camera recorded with unjustified breaks in the period between 12:05 and 14:15. The EBPS president contacted the technical assistance service and received instructions on how to proceed further. The camera is working now.

Damaged ballot papers or other incidents involving their non – conforming use – 10 cases.

  • PS 32/2 Chisinau, Codru. A voter tried to get 2 ballots from the PS without inserting them into the ballot box. She was asked by the EBPS members to return the ballots. Ballots were entered into the ballot box.
  • PS 9/22, Balti. At 9:33, a voter left the ballots for the single member constituency and for the referendum in the voting booth. All the three ballots were canceled by the EBPS president.
  • PS 9/27, Balti. At 9.49, a voter left the ballot for the national constituency, on which the “Voted” stamp was applied in the voting booth. The ballot was found by another voter. The EBPS president did not make a report on this case and put the ballot paper into the ballot box.
  • PS 9/27, Balti. At 7.43, s voter left the stamped ballot paper in the voting booth. The president of the EBPS took it without making a report and threw it into the ballot box.
  • PS 9/34, Balti. At 10.53 a voter tried to take a referendum ballot with him.  The president of the EBPS made an observation and the voter put the ballot paper into the ballot box.
  • PS 9/11, Balti. At 11.21, a voter took four ballots and after voting, she said they had to ask her if she wanted to vote or not. The person shrunk the ballot papers and threw them into the garbage. When she left, the EBPS president took the ballot papers and put them into the ballot box.
  • PS 9/21, Balti. At 11.55, a voter wanted to leave the PS with the ballot for the national constituency. The EBPS president noticed it, stopped the voter and called the police. The police recorded the case and drafted a report. The ballot paper was attached to the minutes and canceled.
  • PS 9/21, Balti. At 12.00, a voter headed for the exit with a clear ballot for the national constituency.  The EBPS president and observers saw that he had the ballot. They called the police and made a report, and then the EBPS president attached the ballot to the minutes and the ballot was canceled.
  • PS 9/22, Balti. At 15.32, two referendum ballots were found in the voting booth. The president of the EBPS canceled them and wrote a report.
  • PS 26/9, Chisinau, Buiucani. At 11:58, a voter took the referendum ballot and tore it. The president of the EBPS made a remark. As a result, the voter began to insult the EBPS.
  • Voting of a suspiciously large number of voters residing at one and the same address – 6 cases.
  • PS 33/4 Chisinau, Codru. There is a large number of voters voting on supplementary lists, especially voters registered in str. Costiujeni and str. Vallea Apelor.
  • PS 33/5 Chisinau, Codru. More than 20 persons registered at str. Grenoble, 128/2, ap. 1, voted in the PS. The STO has information that more people have the residence at the address Plaiului, 2/1 (the actual number is not known).
  • PS 33/5 Chisinau, Codru. At 12:38, the supplementary lists were fully completed. At 13:09, additional lists were added (10).
  • PS 33/3 Chisinau, Codru. It is suspected that more residents are registered at str. Jubilee, 27. The EBPS received two notifications in this respect from the representatives with the right to vote of two competitors.
  • PS 33/4 Chisinau, Codru. A group of 10 voters voted, being registered at the same address – str. Costiujeni, 7, bl. 2, ap.10.
  • PS 33/18 Chisinau, Bacioi. By 14.00, about 18 people with a provisional visa at Primaverii, 12 voted in the PS.

The ballot boxes have not been sealed according to legal procedures / broken / damaged or absent seals on ballot boxes – 3 cases.

  • PS 40/8 Cimislia, Cimislia. The ballot box was agitated by the president of the EBPS to make room for more ballots and a seal dropped. It was not replaced, only 3 seals remained.
  • PS 10/23 Balti, Elizaveta. The ballot boxes were secured with only 2 seals.
  • PS 12/20, Singerei, Ciuciuleni. The ballot box was secured with only 3 seals. The reason given was the provision of insufficient number of seals by the CEC.

Other – 13 cases.

  • PS 12/36, Singerei, Sacarovca. It’s extremely cold in the PS, there are no conditions to carry out the activity of the EBPS.
  • PS 33/12 Chisinau, Durlesti. Between 10:55 and 11:30, electricity was disconnected. The voting process continued without interruption.
  • PS 9/18, Balti. A voter did not approach the operator of the SIAS Elections System, he went directly to the EBPS president, took the ballot paper and was introduced on a supplementary list. The EBPS president has not explained anything.
  • PS 49/07 – Israel, Tel Aviv
  • PS 50/09 Switzerland, Geneva
  • PS 50/42 Italy, Roma

  • PS 27/14, Chisinau, Buiucani. At 14:00, a voter with a residence visa in Taraclia was allowed to vote without any certificate and not being a student, etc. He wrote a statement and voted based on that statement. This was not challenged.
  • PS 30/16 Chisinau, Ciocana. Being in the voting booth, the voter called someone and asked how to vote. The EBPS president made a remark, after which he disconnected the phone.

Promo-LEX Observation Mission for the Parliamentary Elections of February 24, 2019: new details on the election process

The Promo-LEX Observation Mission for the parliamentary elections of February 24, 2019 notes that of the total of 650 incidents, reported by Promo-LEX observers in the period between 9:00 and 14:00, the present press release includes 250 incidents processed by the Analysis Team of the Promo-LEX Observation Mission for the parliamentary elections of February 24, 2019:

Restricted access or obstruction of free observation in the polling station – 6 cases.

  • SMC 36 Stefan Voda. The Promo-LEX Mobile Team, for about an hour, was followed by two cars that were changing periodically, one of which was black, license plate number SV AJ 891.
  • PS 29/9 Chisinau, Center. Restriction of observer’s activity until 07:30. The president motivated this by being busy and registered the observers only after 07:30, and then allowed them to observe the voting process.
  • PS 27/5 Chisinau, Buiucani. At 9:03, the EBPS president refused to provide the observer data on voting in the constituency, claiming he will provide such data at the end of the day, if needed.
  • PS 39/16 Sarata Galbena, Carpineni. Promo-LEX observer was not provided information on the number of voters who had already exercised their voting rights.
  • PS 10/5 Balti, Balti. At 9:30, the EBPS president refused to provide the observer with information on the number of voters, who cast their votes in the national constituency and in the single member constituency, respectively. The president claimed the information would be offered at the end of the day, after some time, he said he could offer such information at 15:00.
  • PS 50/42 Italy, Roma

The ballot boxes have not been sealed according to legal procedures / broken / damaged or absent seals on ballot boxes – 17 cases.

  • PS 21/11 Criuleni, Cimiseni. Stationary ballot boxes have only 2 seals.
  • PS 24/21 Anenii Noi, Floreni. Two large seals were applied on a ballot box and the other box was not sealed.
  • PS 5/34 Glodeni, Fundurii Noi. At 7:10, only 2 seals were applied on the stationary ballot box. At 7:45, two more seals, kept by the president of the PS, were then applied.
  • PS 9/19 Balti. At 7.05 stationary ballot boxes were secured with 3 seals. The EBPS president claimed that they had always secured the box with 3 seals. At 8:05, after the remark made by an observer, the incident was corrected.
  • PS 9/29 Balti. Stationary ballot boxes are secured with only one seal. The president of the EBPS does not provide any explanations.
  • PS 15/24 Calarasi, Cabaiesti. The ballot boxes were secured with only 2 seals.
  • PS 12/21, Singerei, Brejeni. The ballot box was secured with only 3 seals.
  • PS 14/1, Telenesti, Telenesti. The ballot boxes were secured with only 2 seals. The EBPS president explained that they did not receive more seals.
  • PS 18/5, Orhei, Orhei. At 6:50, in the process of sealing the ballot box, one of the four seals was damaged. The ballot box was lsecured with only 3 seals.
  • PS 44/20 Cimislia. Cealic. A ballot box had only 2 seals, and the other 3. The EBPS president explained that they did not receive more seals.
  • PS 39/1 Sarata Galbena, Sarata Galbena The stationary ballot boxes are secured only with two seals each.
  • PS 40/37 Cimislia. Mihailovca. At 7:02, there were only two seals on the stationary ballot box.
  • PS 42/26 Cantemir, Constantinesti. The stationary ballot box was secured with only 3 seals. The EBPS president informed the STO that was the number of seals that they had received.
  • PS 42/48 Cantemir, Iujnoe. At 7:00, there are 2 stationary ballot boxes with 2 seals on each. The EBPS president informed the STO that was the number of seals that they had received.
  • PS 50/54 United Kingdom, London,
  • PS 50/31 Italy, Milano
  • PS 46/27 Ceadir-Lunga, Copceac. The stationary ballot box is secured with only 3 seals.  The EBPS president said that was correct.

Lack of the necessary materials in the polling station. At least one of the following materials is missing: electoral rolls, ballot papers, round stamps with electoral office number, stamps marked “Voted”, “canceled”, special stamp “Elections 24.02.2019”, seals for ballot boxes – 1 case.

  • PS 37/10 Razeni, Bardar. A voter stole the stamp with the inscription “Voted”. It was detected post factum. For the remaining stamps, security measures were taken, they were tied with a piece of thread. Initially there were 3 “VOTED” stamps, only 2 remained. The EBPS president reported the situation.

Acts of violence or intimidation of voters or other people – 6 cases

  • PS 16/33, Ungheni, Sculeni. At 11:01, a representative of the PPS assaulted a voter at a distance of about 80 meters from the polling station. Witnesses and the police intervened.
  • PS 30/16 Chisinau, Ciocana. An observer of the PPS stood in front of the ballot box and intimidated the voters. The president of the EBPS reprimanded the observer.
  • PS 46/18 Ceadir-Lunga, Baurci. In the period of time between 05-11.30, the independent candidate Cadan Grigorii, entered the PS and made a row, reproaching the EBPS members on grounds that one of them was standing next to the ballot box.
  • PS 27/13, Chisinau, Buiucani. From 9:00, the PPS observer has been hindering the activity of the EBPS, commenting on the rules, asking the EBPS president to offer him an interpreter to translate for him into Russian. He claimed the EBPS members have no right to ask voters, if they want to vote with all the four ballots. The observer behaved aggressively.
  • PS 50/50 Italy, Udine
  • PS 49/07 Israel, Tel Aviv

Rumors, attempts or real cases of material or financial rewards offered to voters in the perimeter and / or near the polling station to influence the voters’ choice – 14 cases

  • PS 21/38 Criuleni, Slobozia – Dusca. At around 8:40, after an elderly lady voted and went out of the polling station, another lady, who was an observer representing an unidentified competitor approached her, thanked her, discussed with her for a few minutes, and handed something to her. There are suspicions that it’s a sum of money. The incident was seen through the window. The EBPS president did not react.
  • PS 30/16 Chisinau, Ciocana. Material rewards were provided by PPS representatives at a distance of 70 m from the PS. The incident took place at about 9:10 and is in the process of being settled. The president of the polling station called the police.
  • PS 21/21 Criuleni, Criuleni – Center. Approximately between 8.30 and 9.00, PDM representatives were giving out some bags with unidentified content. Observers from other parties, as well as a member of the EBPS reacted and told them they had no right to be near the polling station. They moved about 100 m away.
  • PS 21/6 Criuleni, Malaiesi. Suspicions of providing material rewards to voters by PPS agitators, approximately from 9.31 to 10.30.
  • PS 15/2, Calarasi, Calarasi. At 08:50, outside the polling station (approximately 100 meters away from it), PPS representatives settled in a person’s court yard, they had several bags with full of unknown content. EBPS members announced the police. As a result, they were removed.
  • PS 27/16, Chisinau, Buiucani. At 08:50, a voter entered the PS and informed the observer that PPS representatives were giving out gifts (boxes with unidentified content). After the involvement of the EBPS president – they left.
  • PS 15/57, Calarasi, Sinesti. At 9:25, outside the PS, PPS representatives were giving out bags with unidentified content.
  • PS 13/60 Rezina, Trifesti. At 09:20, at a distance of 50 m from the PS, a representative of the PDM spoke to a voter until the latter entered the PS. The voter entered the PS, voted and left the PS, the DPM representative again talked to him and gave him a bag.
  • PS 14/4 Telenesti, Mihalasa. From 9:22, in the vicinity of the PS, a PDM representative discusses with a group of voters, there are reasonable suspicions that this is a situation of material or monetary rewards given to voters after they leave the PS, as the PDM representatives accompany them to a hidden place (after a fence).
  • PS 15/55, Calarasi, Radeni. At 09:57, PPS representatives parked two cars in the vicinity of the PS and distributed bags of unknown content to the voters. Although the president of the EBPS was informed, he did not react.
  • PS 39/2 Sarata Galbena. Sarata Galbena. A police officer was called at the request of the mayor, to prevent the display of a poster and distributing bags with the logo of the SOR party. The STO heard that there were toys in the bags. There is no other information about the contents of the bags.
  • PS 40/45 Cimislia, Topala. The STO heard rumors claiming that in the vicinity of the PS, a PDM representative is consuming alcoholic beverages in a shop together with voters. Having gone to the shop in question, the STO saw a person wearing a symbol of the PDM.
  • PS 45/7 Comrat, Comrat. A voter, in a pointed manner, approached the STO and showed him a cash amount (about 500 lei), claiming that he had earned that money by voting. Being asked by the STO who gave him the money, the voter avoided to answer and left the PS.
  • PS 44/5 Taraclia, Taraclia. Coming to the PS, ten people informed the STO of the reward proposal that they received from PPS representatives that were near the PS. They offered a reward of 200 lei for each vote in favor of the PPS. This information was not communicated to the EBPS president.
  • PS 27/6, Chisinau, Buiucani. Approximately at 10:50, at a distance of 50 meters away from the polling station, a white minibus with the PPS symbol was seen unloading foodstuffs. The driver stated that these foodstuffs should be taken to an apartment.

Electoral campaign or adverse campaigning at the entrance to the PS or inside the PS to influence the voters’ choice – 30 cases

  • PS 35/16 Causeni, Causeni. Electoral materials of the PSRM were displayed on the windows and door of the PS. After the notification of BEPS members, the materials were removed.
  • PS 22/15 Ialoveni, Danceni. The mayor and one of the counselors were campaigning at the entrance to the polling station, the president of the EBPS reprimanded them and they moved away from the entrance of the PS.
  • PS 23/2 Chisinau, Botanica. Electoral posters of the PSRM were displayed in the PS.
  • PS 20/1 Straseni, Straseni. Near the door of the polling station, a woman was giving out leaflets of the PSRM. This took place from 7.30 to 8.30. A member of the EBPS reprimanded her and she moved about 40-50 m away from the PS.
  • PS 25/8, Chisinau, Botanica. 6 PDM representatives distributed leaflets at the entrance of the PS. The president of the EBPS made an observation, the PDM representatives left.
  • PS 9/15, A PPS representative entered the polling station, he was wearing a windbreaker with the symbol of the PPS. The person spoke for 2 minutes with an observer. The PPS representative did not exercise his right to vote in this polling station. The EBPS president did not react to this incident.
  • PS 9/13, Balti. At around 8.05, a person holding a bag with the symbol of the PPS, entered the PS. The unauthorized person was in the PS for 1 minute. The EBPS president reacted quickly, excluding the unauthorized person from the PS.
  • PS 9/9, Balti. A person entered the PS, holding a folder with the PPS symbol, he greeted the PPS observers. This person did not exercise his right to vote in this PS. The president of the EBPS reprimanded him as soon as he was noticed.
  • PS 9/39, Balti. A person wearing the PPS symbol entered the PS. He did not exercise his right to vote in that PS. The EBPS president said he was not campaigning. The person spent in the PS about 5 minutes.
  • PS 9/35, Balti. At around 7.37, a voter entered the polling station, wearing accessories with the symbol of the electoral competitor – PPS (a bag and a scarf). An EBPS member reprimanded that voter. The voter responded that he had been told that he could come with these materials in the PS.
  • PS 15/58, Calarasi, Sipoteni. At 10:52, observers from the PPS, PDM, PSRM and PCRM were standing next to the ballot box, talking to the voters.
  • PS 40/30 Cimislia. Marinfeld. When a voter entered the voting booth, he was called by phone and advised for whom to vote. Although he was asked by the EBPS president to interrupt the call, he did not react. After voting, he closed the phone and left the PS.
  • PS 27/20 Razeni, Razeni. A person walked into the PS, wearing a shirt (under the jacket) with the emblem of the PPS, he voted, the members of the EBPS made comments and asked him to bottom up the jacket, observers of other parties made a row that almost developed into altercations.
  • PS 27/07 Chisinau, Buiucani. At 8:38, two people, who were distributing PDM leaflets outside the PS, entered the hall of the PS and talked to the voters. At the request of the EBPS president to leave the room, one of them alleged that she was talking to her lover. They went out, came back again, and after a short while, they left.
  • PS 18/6, Orhei, Orhei. At 9:30, PPS representatives, holding electoral material on them, entered the PS to discuss with the PPS observer. At the observation of the EBPS president, they tried to hide the materials they held (bags, scarves, badges), and soon left the PS.
  • PS 32/7 Chisinau, Vatra. Some PPS representatives stuck on the window of the PS pictures of ballot papers, indicating for whom to vote, after that one person entered the PS and voted following the indications.
  • PS 32/7 Chisinau, Vatra. On the premises of the PS, two voters loudly discussed who to vote for. They shouted loudly, “We’re voting for the star”. They were not wearing any symbol of the party.
  • PS 33/9 Chisinau, Durlesti. After voting, a voter spoke out loudly to vote for Constantin
  • PS 7/3 Soroca. At 11.37, it was found that one of the observers had a sheet of paper on her with the inscription ACUM Electoral Bloc. At the request of the EBPS President, the sheet of paper was removed.
  • PS 43/13 Cahul, Cahul. Before the opening of the PS, two people wearing the PPS symbols, entered the PS and put two scarves with the PPS symbols on their observers. The president of the EBPS reprimanded them, the unknown people left the PS. PPS observers wore the scarves with PPS symbols for two hours.
  • PS 42/5 Cantemir, Burlaceni. A person wearing the PDM symbol entered the PS having no intention to vote. The president of the EBPS made an observation and the person left 2 minutes after he entered.
  • PS 27/06 Chisinau, Buiucani. At 10:20, a member of the EBPS (Gheorghe Botnari – appointed by the PSRM) campaigned for the competitor. The president of the EBPS reprimanded him.
  • PS 27/17, Chisinau, Buiucani. Periodically, three PPS representatives who were campaigning outside the PS, temporarily entered the PS speaking in a loud voice about their political sympathies. The president made a remark, but they came back anyway.
  • PS 10/13, Balti, Balti. At 10:10, the PPS candidate in the SMC no.10, Pavel Verejan, accompanied by one of his colleagues, entered the PS. They were both wearing vests and scarves with party symbols. While Pavel Verejan voted, his colleague photographed and filmed him. An observer objected to such behavior, and as a reply, they asked for the permission of the EBPS president to film and photograph, to which the president gave his consent. Therefore, those concerned continued to make photos.
  • PS 10/2, Balti, Balti. At 11.15, 2 representatives of the PPS were present in the PS. One of them showed the voters where to vote, and the second, who held a list, checked out who voted. The president of the EBPS asked them to leave the room. The police were also summoned.
  • PS 47/004 Transnistria, Criuleni. There were cases, where voters received rewards outside of the PS after voting. According to the rumors, obtained from several sources, after the exercise of the right to vote, the voters receive cash rewards approximately in the amount of 200 lei or 20 dollars.
  • PS 48/005 Transnistria, Calarasi. In the vicinity of the PS, unidentified persons distributed (from a minibus to four other cars) several black bags, without inscriptions, containing food. The vehicle noticed are: Mercedes-Benz Sprinter white, registration number: MUM 811; Mercedes-Benz, Grey; Dacia, black, registration number: MUM 782.
  • PS 48/022 Transnistria, Varnita. There are rumors that voters, who had been brought to the PS (about 400-500 voters) are paid for their vote the amount of $ 20.
  • PS 48/019 Transnistria, Stefan Voda. There are rumors that voters, who had been brought to the PS (about 60 voters) are paid for their vote the amount of $ 20.
  • PS 48/020 Transnistria, Stefan Voda. A voter, who had been transported to the PS to vote, said that following the exercise of the right to vote and upon the presentation of a picture of the ballot paper, he received $ 20 as a reward from the PSRM.

Unjustified group voting (2 and more people are present in the voting booth) – 19 cases.

  • PS 21/13 Criuleni, Cosnita-Est. Two people entered the voting booth and spoke using unlicensed language, then they left the booth.
  • PS 38/10 Hancesti, Boghiceni. 2 people voted at the same time (husband and wife) in the voting booth, they were no signs of special needs. They were reprimanded, but this did not hamper the process, together they put the ballots in the ballot box.
  • PS 9/9 Balti. At around 9.50, a couple entered the same voting booth. Following the request of EBPS members, the voter went to another voting booth and exercised his voting rights.
  • PS 28/9 Chisinau, Riscani. At 8:11, two voters entered the voting booth at the same time. The president noticed them and the second person went to another booth.
  • PS 18/4, Orhei, Orhei. At 8:15, a voter was in the voting booth. Another voter approached him and urged him to vote as he was saying. The case was noted by the EBPS president who reacted quickly to clarify the reason for such a situation.
  • PS 32/18 Chisinau, Colonita. Two voters entered the PS. One went into the polling booth, after which the second entered it and gave indications on how to vote, coming out of the voting booth shortly.
  • PS 33/20 Chisinau, Bacioi. Two people, husband and wife entered the voting booth. The president of the EBPS reprimanded them. Anyway, they voted together.
  • PS 37/35 Razeni, Pojareni. A voter did not know how to vote, he did not understand where to apply the stamp, what to do, the person standing behind her, had the initiative to help her, approaching the woman to offer her help. EBPS members made an observation, but anyway, the person entered with the voter in the voting booth and showed her where to apply the stamp.
  • PS 20/2 Straseni, Radeni. At 9.00, two people entered the voting booth. One of them showed the other where to put the stamp. The president of the EBPS did not react. The person was not visually challenged.
  • PS 21/29 Criuleni, Magdacesti-Nord. At 11.30, two people entered the voting booth. They were elderly, but not visually impaired. The EBPS president or members did not react.
  • PS 37/21 Razeni, Costesti. When a voter had to vote and approached the voting booth, he turned to the neighboring voter indicating who to vote for. The EBPS president made a remark and the person concerned withdrew.
  • PS 38/25 Hancesti, Lapusna. At around 10:30, two people voted unjustifiably in the group, none of them was visually impaired. One person applied the stamp on 2 ballots. Observations were made by the EBPS president after the incident.
  • PS 36/7 Stefan-Voda, Brezoaia. Two elderly people entered the booth for 1 minute they were there, the president noticed that they did not have the right to do so, they nevertheless voted.
  • PS 36/10 Ştefan-Voda, Cioburciu. Two people entered the voting booth together, to which the president did not react. None of them was visually impaired.
  • PS 10/38 Balti, Octeabriscoe. At 9:15, two people were seen voting in the same voting booth. The EBPS members made an observation, but this was taken as a joke by voters, and they continued to vote in the same booth. There was no reaction from the EBPS president because he was busy with others.
  • PS 10/38 Balti, Octeabriscoe. At 11:17, a voter entered the voting booth, where there was already another voter, they consulted each other. The EBPS president was speaking to another person and the necessary measures were not taken.
  • PS 50/20 Ireland, Dublin.
  • PS 47/010 Transnistria, Orhei. The vice-president of the EBPS entered the voting booth with voters who needed translation or explanation of the voting procedure.
  • PS 47/013 Transnistria, Dorotcaia. Several people entered the voting booth, two or more people, to vote together without any justification. The EBPS president made several observations and allowed voters into the PS to avoid crowding.

Unjustified presence of unauthorized persons in the polling station – 7 cases.

  • PS 27/08 Chisinau, Buiucani. A person entered the PS, approached the EBPS members and asked for some information, claiming to be a member of the bureau. He did not present an authorization to confirm this. The person spent in the PS about 15 minutes. He said someone called him yesterday and asked him to come to the PS. The president was busy at that moment, but finally, the person was asked to leave.
  • PS 33/2 Chisinau, Codru. A person in the PS did not have any identity papers on him. When the EBPS members approached this person, he said he was waiting for someone and left after a few minutes.
  • PS 39/1 Sarata Galbena. Sarata Galbena. A woman representing the PPS entered PS and spent about 15-20 minutes there. The president of the EBPS did not take any stand. The STO reported that the woman was not wearing any PPS symbol, but she talked with the PPS observer.
  • PS 2/7, Ocnita, Donduseni. The electoral candidate of ACUM Bloc, Remus Ciobanu, after voting, entered the polling station several times.
  • PS 2/31, Ocnita, Horodiste. At 10:00, the mayor’s presence in the polling station was noted. He approached the EBPS president and they discussed for a while, the mayor did not exercise the right to vote. Subsequently, following the observers’ remarks, the mayor left the polling station.
  • PS 27/02 Chisinau, Buiucani. At 10:05, a person, holding an authorization issued in 2015, came to the PS, the person did not present himself, mentioning only that he was accredited by the presidency. The president and EBPS members did not comment. The person took pictures of the PS, the observers reprimanded him, and the police were summoned. At 10:15, the person left.
  • PS 50/41 Italy, Ravena

The ballot papers that have not been distributed to the BEPS members are not securely kept in the polling station – 1 case.

  • PS 50/63 Portugal, Setubal

Organized transportation of voters (buses, minibuses, or other transport units that normally would not be in the area of the PS) – 23 cases

  • PS 21/25 Criuleni, Hartopul Mic. At a distance of 20 m from the PS, a Volkswagen was twice seen (at 9.40 and 9.50) carrying voters. The transport was organized by the PPS.
  • PS 21/19 Criuleni, Dorotcaia. At around 8.30, a white minibus with “on demand” inscription stopped at a distance of 10 m from the PS, there were around 10 people in it. It is not clear who organized the transportation service.
  • PS 37/2 Razeni, Razeni. Organized transportation of voters by the PDM. The STO states that he heard a PDM party member talk with another person, referring to an invalid ID card and a minor vote for the PDM.
  • PS 37/2 Razeni, Razeni. Organized transportation of voters, white minibuses, it was noticed how two elderly people, who had already voted, went into the minibus. It is not known what electoral competitor organized the transportation.
  • PS 2/35, Ocnita, Paustova. At 9.55, a group of voters was transported by PPS representatives by a Volkswagen Transporter Subsequently, the PPS representatives remained campaigning near the polling station.
  • PS 2/35, Ocnita, Paustova. Transportation of voters – about 15 students were brought by with a Mercedes-Benz Sprinter by unidentified people.
  • PS 3/20, Edinet, Bratuseni. At 10.00, there was an organized transportation of voters – about 15 students.
  • PS 48/018 Transnistria, Stefan Voda. Approximately 200 people were brought in an organized manner to the PS by three buses.
  • PS 47/004 Transnistria, Criuleni. Approximately 392 people were brought in an organized manner to the PS by 6 buses. The EBPS president suggested that voters would enter the PS in turn to avoid crowding.
  • PS 47/013 Transnistria, Dorotcaia. Approximately 20-25 people were brought to the PS by 2 buses. The buses were parked around the EBPS.
  • PS 48/020 Transnistria, Stefan Voda. Approximately 470 people were brought to the PS by multiple means of transport, such as Neoplan light blue, registration number: E 049 BO, white Mercedes-Benz, registration number: T 567 HO, Mercedes-Benz Sprinter, white minibus, registration number: T 918 MM and T 644 K, A 576 CB white minibus, and two other white and blue minibuses with unidentified numbers.
  • PS 48/023 Transnistria, Chisinau. Approximately 30 people were brought to the PS in an organized manner, by a MAN bus, registration number: LEU 942. The bus is parked at a distance of 200 m from the PS.
  • PS 48/007 and 024 Transnistria, Chisinau. About 150 people were brought to the PS from Tiraspol in an organized manner. The people were transported by 2 white buses, registration number: T 961 MH and T 479 MP, parked away from the PS.
  • PS 48/022 Transnistria, Varnita. 400-450 people were brought to the PS in an organized manner. They were transported by about 32 cars, including: Mercedes-Benz minibuses, registration number: T 707 CT, C 338 HB, T 255 KE.
  • PS 48/023 Transnistria, Chisinau. At 11.30, approximately 120 people were brought to the PS. The buses identified are: Green DAF, registration number: NPL 541 and ENK 890; red DAF, registration number: OMM 213; white bus registration number: OOT 868.
  • PS 48/019 Transnistria, Stefan Voda. Organized transport of approx. 60 people to the PS by 3 minibuses: Mercedes-Benz Sprinter white, registration numbers: CLN 189, T 951 KP, and T 952 KP.
  • PS 48/010 Transnistria, Anenii Noi. 100 people were brought to the PS by 2 buses and 3 minibuses.
  • PS 48/018 Transnistria, Stefan Voda. Organized transportation of approx. 50 people to the PS by 3 minibuses: Green Mercedes-Benz Sprinter with no registration number, Mercedes-Benz Sprinter white, registration number: WWO 963, Mercedes-Benz Sprinter white, registration number: SFC 633.
  • PS 47/004 Transnistria, Criuleni. Approx. 330 people were brought to the PS by cars: Mercedes-Benz Sprinter white, reg. no. ELB 567, BR AT 276 and K AD 817, Mercedes-Benz Sprinter, blue, reg. no. E 916 BH and BR AZ 942, Blue bus, reg. no. GME 130, white Mercedes-Benz with unidentified number, Bus Keops (Dubasari – Chisinau route) grey, reg. number E 400 AX, white minibus, reg. no. E 101 AT, Blue Iveco, reg. no. E 010 AT, yellow Mercedes-Benz Sprinter, reg. no. BR AO 073.
  • PS 47/001 Transnistria, Chisinau. 60 people were brought to the PS in an organized manner by 3 mini buses: Mercedes-Benz Sprinter, green, unidentified number, Mercedes-Benz Sprinter, white, reg. no.A 073 CM and T 255 MA.
  • PS 47/008 Transnistria, Soldanesti. 300 people were brought to the PS in an organized manner by at least 7 buses, including: Blue Setra, reg. no. GLA 888, Mercedes-Benz, blue, reg. no.QMO 651.
  • PS 47/007 Transnistria, Hirtop. 300 people were brought to the PS in an organized manner by the following vehicles: Mercedes-Benz, white, reg. no.: PPS 265, K KF 777, C PK 520, C MY 826, AHI 343, Mercedes-Benz, dark blue, reg. no. C RB 185, bus Ikarus, reg. no. K 777 AB.
  • PS 47/009 Transnistria, Soldanesti. About 20 people were transported to the PS, by a white Mercedes-Benz minibus, reg. no. C QD 757.

Unjustified cessation of voting in the polling station – 1 case

  • PS 9/13 Balti. The operator wanted to check if the video camera is working and it stopped. That is why the voting was suspended for 5 minutes from 8:02 to 8:07. During this time, a voter entered and was denied the right to vote until the issue was resolved.  The EBPS president reacted very quickly and solved the problem.
  • Deficiencies in the operation of the SIAS Elections System (suspension of operation, situations when SIAS Elections System indicates that the citizen voted, and he claims not to) – 28 cases.
  • PS 38/24 Hancesti, Lapusna. SIAS Elections System did not work from 09:15 – 09:19, they could not check the data. They called the CEC and clarified the situation.
  • PS 38/10 Hancesti, Boghiceni. There was no Internet connection for about 10 minutes, during this period, the voters’ data were put down on paper, which had to be registered later in SIAS Elections System.
  • PS 4/32, Riscani, Pirjota. In the period of time between 08.39 and 09.20, there was no Internet connection in the PS. A Moldtelecom operator was called to resolve the issue. Operators of SIAS Elections System recorded data on sheets of paper.
  • PS 9/11, Balti. At around 9.15, SIAS Elections System blocked for 2 minutes. At that point, there were voters waiting in the PS.
  • PS 10/19, Balti, Balti. The SIAS Elections System did not work for 20 minutes on the computer of one of the two operators (08: 40-09: 00). To resolve the situation, the EBPS president called the call center for assistance. The voting process during this period was not interrupted.
  • PS 16/11, Singerei, Ungheni. At 09:15, the SIAS Elections System showed that a voter had already voted in the village of Simeni, but he came to vote, arguing that he had not voted at all. Finally, the voter was allowed to vote.
  • PS 27/21, Chisinau, Buiucani. At 09:15, computers did not work for 2 minutes, and work was stopped due to Internet connection. The president solved the problem.
  • PS 12/3, Singerei, Center. At 8:35, a voter came to the PS to vote. After checking and registering his data in SIAS Elections System, it was found that he was not assigned to that PS. As a result, the voter left the PS without voting, but his data remained in the SIAS Elections as if he had already voted.
  • PS 33/7 Chisinau, Durlesti. Problems with Internet connection starting from 7.15 until 8.47.
  • PS 33/14 Chisinau, Durlesti. For 30 minutes, operators did not have access to the Internet. More than 20 minutes later, the incident was removed by Moldtelecom workers.
  • PS 42/45 Cantemir, Bucuria. The Mayor of Cahul came to the PS, but his data had already been entered into the system and it showed he had already voted. The EBPS president did not let him vote again.
  • PS 37/29 Razeni, Milestii Mici. From 08:50 to 09:10, one of the SIAS Elections operators did not work, claiming the page was blocked. The members of the EBPS tried to settle the problem, the deficiency was fixed after contacting the CEC. This situation lasted about 20 minutes.
  • PS 32/32 Chisinau, Tohatin. At 11:04, there was no Internet connection for SIAS Elections System. At 11:15, this problem was removed.
  • PS 45/13 Comrat, Avdarma. At 9:15, there were deficiencies in the operation of SIAS Elections System. For 15 minutes, the polling process was recorded on a sheet of paper, then the data was entered into the computer.
  • PS 45/5 Comrat, Comrat. At 10:15, the Internet connection disappeared. Measures had been taken to address the deficiency. The voting process was not interrupted. All data was indicated on a sheet of paper.
  • PS 47/022 Transnistria, Ustia. A voter came to the PS to vote, the data in the identity card show that the voter’s residence visa is in Dubasari, but the SIAS Elections System indicated it is in Chisinau. The voter did not vote.
  • PS 49/23 Turkey, Istanbul
  • PS 50/69 Romania, Timisoara
  • PS 50/63 Portugal, Setubal

Deficiencies in electoral lists (address discrepancies, deceased voters on the list, signatures in place of other people) – 28 cases.

  • PS 30/5 Chisinau, Ciocana. At 9.20, a voter reprimanded the EBPS members that her daughter, who is died for 19 years, id on the electoral roll.
  • PS 31/26 Chisinau. Riscani. The voter found in the basic lists, that some people, who had already died, are registered at his address.
  • PS 34/1 Anenii Noi, Anenii Noi. The woman, who requested a ballot, found the name of her deceased husband on the list.
  • PS 9/2 Balti. At 9.10, there was a discrepancy between the addresses. The operator signaled the problem. The EBPS president made a copy of the ID card and the person was included in the supplementary list.
  • PS 9/21 Balti. At 8.24, the person, whose ID documents indicated the respective PS, was not found on the basic list and was included in the supplementary list.
  • PS 23/10 Chisinau, Botanica. A person, whose ID documents indicated the respective PS, was not found on the basic list and was included in the supplementary list.
  • PS 25/15 Chisinau, Center.  The husband and wife came to vote. One of them was not on the electoral list, being assigned to another polling station.
  • PS 25/17 Chisinau, Center. Election lists included 5 people with the same residence. But the apartment owners said that only two people live in that apartment.
  • PS 25/2 Chisinau, Botanica. A voter found on the lists that there are foreigners, residing in his apartment.
  • PS 25/15 Chisinau, Center. A voter did not find himself on the basic list and was included in the supplementary list.
  • PS 26/25, Chisinau, Center. At 9:11, a voter identified a deceased person on the electoral roll. The person, who detected the incident declares he submitted the death certificate of the deceased relative, but the EBPS president states the opposite.
  • PS 40/16 Cimislia. Basarabeasca. A voter was not registered in the electoral lists. The president of the EBPS told the voter to write a contestation.
  • PS 33/9 Chisinau. Durlesti. A voter came to the PS but he was not to be found in SIAS Elections System. He showed the identity card accompanying sheet and was included in the supplementary lists. The voter voted.
  • PS 40/8 Cimislia, Cimislia. A person came with the death certificate of a relative, mentioning that the person is dead for 20 years and is always present on the electoral rolls. The president of the EBPS commented that he can do nothing, because “electoral rolls do not have to be corrected.”
  • PS 32/31 Chisinau, Tohatin. At 10:19, 3 voters voted on the supplementary list, even if they resided in another constituency. The STO asked the operator, who confirmed it. After the EBPS president consulted someone on the phone (no one knows whom), he allowed the voters to vote.
  • PS 37/6 Razeni, Cainari. A voter was not found in the basic list. He was included in a supplementary list and then exercised his / her right to vote.
  • PS 20/34 Straseni, Sireti. A deceased person was on the list. It was noticed by a voter at around 7.20. The president of the EBPS said that the lists had been modified and then transmitted, but the CEC did not make the changes.
  • PS 4/32 Riscani, Pirjota. At about 9.56, a voter was not found on the basic lists and voted on the supplementary list, although he has a residence in the village, where the polling station is.
  • PS 6/7 Drochia. At about 8:25, a voter found a deceased person on the list (died 5 years ago). The President of the EBPS removed the name from the list, identifying it as deceased.
  • PS 44/2 Taraclia, Taraclia. A person communicated that she identified her deceased husband’s name on the electoral list. The President of the EBPS referred her to the LPA to clarify the issue.
  • PS 44/4 Taraclia, Taraclia. A person reported that she found names of diseased persons on the list with the residence visa at her property. The EBPS president announced that she must approach the president with her identity card in order to clarify the situation, but the person concerned left the PS. The issue has not been resolved.
  • PS 43/13 Cahul, Cahul. Diseased people are identified on the electoral lists. An observer from the PS noted in the electoral list the name / surname of his son, who died in 2000. He said he had not identified his name in similar lists in the previous elections. The EBPS president requested the person’s death certificate.  The issue has not been resolved.
  • PS 42/31 Cantemir, Moscovei. A total of 27 people from the same village came to the PS 42/31, although they were registered at the PS 42/30. According to the SIAS Elections System these voters did not vote previously. The president of the EBPS allowed them to vote on the supplementary list.
  • PS 27/5, Chisinau, Buiucani. At 11:09, it was found that voters, residing in a 9-storey block of flats, are assigned to that PS, being included in the SIAS Elections System, but are not included in the basic lists. The reason invoked was the fact that only one apartment is registered in that building. The voters voted on supplementary lists.
  • PS 27/8, Chisinau, Buiucani. At 11:39, a voter identified a deceased person included in the basic lists. The EBPS president said he could do nothing unless the death certificate was presented.
  • PS 28/17, Chisinau, Riscani. At 11:37, a voter was not on the basic list and voted on the supplementary list.
  • PS 50/01 Austria, Vienna
  • PS 50/07 Greece, Athens

Photographing of ballot papers, other violations of the secret voting – 22 cases.

  • PS 38/29 Hancesti, Mereseni. A person photographed the ballot. The fact was noticed. The EBPS president made a remark, asking to delete the picture.
  • PS 9/33 Balti. A voter photographed the ballot at around 8.58. The EBPS member reported to the EBPS president, who reprimanded the voter, but did not ask to delete the picture.
  • PS 23/20 Chisinau, Botanica. A voter held the phone over the ballot and probably photographed it. At the remark of the EBPS president, the voter mentioned that he was not taking pictures, but just looking at the phone.
  • PS 25/18 Chisinau, Center. A voter photographed the ballot. The EBPS president did not notice this incident.
  • PS 25/25 Chisinau, Center. At around 10.35, two people photographed the ballots, one deleted the photo, the second left without deleting it.
  • PS 15/16, Calarasi, Bahmut Railway Station. At 9:05, a voter photographed the ballot. Immediately, he was warned by the EBPS members. As a result, the picture was deleted.
  • PS 27/16, Chisinau, Buiucani. At 7:45, a voter photographed the ballot. The president reprimanded him and asked to show the last picture. But he refused and hurriedly left the PS.
  • PS 27/8, Chisinau, Buiucani. At 7:35, a voter photographed the ballot paper in the voting booth. All those present in the PS noticed the moment. As a result, the president requested to delete the picture. The voter declared on his own responsibility that he deleted the picture, but he did not prove it.
  • PS 33/19 Chisinau, Bacioi. A group of 4 voters entered the PS, they voted one by one, photographing the ballot papers. The STO saw the photo flash in the voting booth. The STO sent the information to the president of the EBPS, and he told them that he could do nothing. Meanwhile the group left the PS.
  • PS 27/32 Razeni, Molesti. A voter photographed the ballot, the president of the EBPS did not react.
  • PS 46/6 Ceadir-Lunga, Ceadir-Lunga. A voter photographed the ballot. EBPS members noticed the case and canceled the ballot. The voter did not vote for the second time. The ballot was applied the ‘canceled” stamp and put into the ballot box.
  • PS 45/07 Comrat, Comrat. A voter attempted to photograph the ballot. The president of the EBPS reacted promptly, checked the phone, but the picture was not identified. It was not established, whether the picture of the ballot had been sent to anyone.
  • PS 28/19, Chisinau, Riscani. At 11.40, a voter photographed the ballot. Immediately, the president of the EBPS warned him that he had no right to take pictures, the voter claimed that he did not know that it was forbidden.
  • PS 50/35 Italy, Padova
  • PS 50/77 Spain, Madrid
  • PS 50/09 Switzerland, Geneva
  • PS 49/12 Russia, Moscow
  • PS 50/28 Italy, Firenze
  • PS 50/62 Portugal, Faro
  • PS 50/36 Italy, Padova

Interrupted filming of voting and counting procedures, other incidents related to the filming of voting procedures – 12 cases.

  • PS 21/2 Criuleni, Center. The camera did not work from 8.15 to 8.49. Later, it was fixed, but it worked only until 9.00. The EBPS president says he will do his best to fix it.
  • PS 22/15 Ialoveni, Danceni. The camera did not work from 07:23 to 08:23. A spare camera was brought.
  • PS 30/7 Chisinau, Ciocana. The video camera did not register anything since the opening of the polling station and it was replaced at 9:40. The EBPS president did not motivate or commented on this incident.
  • PS 8/39 Floresti, Lunga. The Camera did not work from the opening of the polling station – 7:00 to 7:36, when an observer found out that the video recording camera was not filming. At this time, the operator connected the camera, claiming that the camera was not on because of a malfunction.
  • PS 9/11 Balti. At 8:30, the video recording process was interrupted because the cable that plugged it in does not work, if it is touched. The camera did not record anything for about 20 minutes.
  • PS 25/16, Chisinau, Center. At 9:20, the video recording process was interrupted because the battery was discharged and it took about 3 minutes to change it. The voting process was not interrupted.
  • PS 14/52 Telenesti, Vasieni. The camera did not work for 20 minutes between 07: 00-07: 20.
  • PS 15/2, Calarasi, Calarasi. At 7.03, before the voters were allowed to the PS, the observer informed the members of the EBPS that he had the impression that the video camera was not working, the EBPS members assured him of the opposite. Subsequently, at 10:00, the observer once again reminded the EBPS members of the fact that there was no recording. It turned out, the camera did not work in deed. The president said they would most likely draw the minutes explaining that the camera did not work until 10.00.
  • PS 15/8, Calarasi, Calarasi. The camera did not work for 15 minutes, between 9:15 and 9:30.
  • PS 33/12 Chisinau, Durlesti. At 10:45, the video recording system The bulb / light was not on. Specialists were called to resolve the issue.
  • PS 37/6 Razeni. Cainari. The video camera did not work for 10 minutes, from 12:30 to 12:40, it was noticed by a member of the EBPS, who made a fuss of this, the problem was solved when the camera was reconnected.
  • PS 10/12, Balti, Balti. At 10:15 it was reported that the video camera did not work for 30 minutes.  The President of the EBPS took action and reconnected the camera.

Damaged ballot papers or other incidents involving their non – conforming use – 15 cases.

  • PS 21/37 Criuleni, Riscova. At about 9.10, a voter left a non-used ballot. The EBPS president took the ballot and put it in the safe.
  • PS 30/6 Chisinau, Ciocana. After voting, the voter hid the ballot and tried to take it out of the PS, this was noticed by the EBPS members. The EBPS president stopped him and asked him to place the ballot paper into the ballot box. The incident occurred at 9:25.
  • PS 31/7 Chisinau, Riscani. A person entered the polling station and, after receiving the ballot, tore it.
  • PS 9/21, Balti. At around 9:57, a voter tried to take the ballot for the SMC with him.  He did not get out of the PS because he was stopped by the EBPS president, who noticed how he had folded something and put into his pocket. The voter remained in the polling station with the policeman and waits for the resolution.
  • PS 9/30, Balti. At 9.30, a stamped ballot was left in the voting booth. The EPPS president did not draw up minutes in this respect, saying she would put it aside and cancel it at the end of the day.
  • PS 40/18 Cimislia, Abaclia. The EBPS president found a ballot left in the booth, which was later put into the ballot box.
  • PS 32/2 Chisinau, Cricova. A drunk person entered the PS. After receiving the ballot, he made a fuss, crumpled the ballot and dropped it.
  • PS 39/30 Sarata Galbena, Gura Galbenei. A citizen, who voted only in the national constituency, tore the other ballot papers, put them into his pocket and left the PS. The EBPS president and an observer called on him to return the destroyed ballot papers. The voter refused. A police officer was invited and the EBPS president called the CEC. The voter gave a written explanation.
  • PS 43/27 Cahul, Slobozia Mare. A voter entered the PS with a ballot in his hand. He said that this ballot was received from the school guard, who forgot to vote and asked the person to vote in his place for the PPS. The EBPS president canceled the ballot.
  • PS 20/4 Straseni, Straseni. At 9.42, a voter took the ballot papers, but as there was a queue, he refused to wait. He dropped the ballots on the desk of the EBPS members and left. The president drew up minutes for the annulment of the ballot papers.
  • PS 3/5, Edinet. A 70-year-old citizen voted, then took 2 ballots out of the polling station (1 for the SMC, 1 for the referendum). The voter was stopped and the ballots were taken and placed into the ballot box.
  • PS 7/5, Soroca. At 11.30, it was found that a ballot for the SMC was left in the voting booth with the stamp applied. This violation was detected by the next voter, who entered the voting booth. The president considered the ballot invalid and drew up a minutes.
  • PS 32/27 Chisinau, Stauceni. The EBPS president found two empty ballots in the voting booth. The ballot papers were shown to the observers; after which they were entered into the ballot box.
  • PS 27/14, Chisinau, Buiucani. At 11:15, a voter introduced 3 ballots into the ballot box, the EBPS members said he had been given 4 ballots, being asked about the fourth ballot paper, the voter left in a hurry.
  • PS 28/25, Chisinau, Riscani. At 11.57, a voter tried to go home taking the referendum ballots with him. When the EBPS president made an observation, the voter tore the ballots and threw them into the ballot box.

Introducing an unjustified number of ballots into the ballot box – 2 cases.

  • PS 28/9, Chisinau, Riscani. At 11:55, a voter tried to introduce a larger number of ballot papers (about 10) into the ballot box. The EBPS president noted this and stopped him. The voter tried to tear the ballots, but failed because the president managed to take the ballots. There were several referendum ballots.
  • PS 10/6, Balti, Balti. About 24 referendum ballots were identified in the voting booth, some of which had been stamped, and others had not. They were put into the ballot box by the president of the EBPS, as a result, those stamped would be considered valid, and those unstamped would be declared invalid.

Obliging voters to participate in the referendum by the EBPS members – 2 cases.

  • PS 26/27, Chisinau, Center. At 11:04, an EBPS member offered referendum ballots to a voter without inquiring about his consent. As a result, the voter filed an objection to the actions of the EBPS, a conflict aroused between them.
  • PS 15/16, Calarasi, Bahmut Railway Station. At 10:50, the EBPS members initially require voters to sign for having received all the four ballots and when voters refuse to vote in the referendum, the EBPS members state that they have already signed and have no right to refuse. There are multiple incidents of this kind.

Other -16 cases.

  • PS 27/16, Chisinau, Buiucani. The PS is located on the first floor and the voting booths are situated backward to the window. Therefore, it is possible to see through the window what is happening in the voting booths. The EBPS members and president did not comment on the situation.
  • PS 27/15, Chisinau, Buiucani. From 11:20, the observer of ACUM Bloc performs some of the EBPS’s tasks: checks whether any ballots remained in the voting booth and whether the stamps are in good condition. The president did not notice the situation described, as she periodically moved through the PS.
  • PS 10/36, Balti, Marinesti. There are 3 video cameras in the PS: 2 belonging to the high school and 1 to the CEC. From the statements of the EBPS members, the other two cameras are not functional / connected, and the third – is directed and registers the ballot box.

Lack of voter turnout visualization

  • National constituency. 7.00 – 8.10. Lack of voter turnout information on the official webpage of the Central Electoral Commission (CEC). We remind you that on 11.02.2019, the CEC, through an official press release, announced the start of the process.

Restricted access or obstruction of free observation process in the polling station – 4 cases.

  • PS 9/19, Balti. The observer was not offered the necessary information on the development of the voting process. The EBPS president brutally told the observer that s/he had no time to show the list of materials. After several requests made in the period of time between 7: 00 and 7: 35, the secretary of the EBPS provided the requested information.
  • PS 49/11 Russia, Moscow
  • PS 50/63 Portugal – Setubal

The ballot boxes have not been sealed according to legal procedures / missing/ damaged or missing seals on ballot boxes – 47 cases.

  • PS 25/21 Chisinau, Botanica. The stationary ballot boxes were sealed with 3 seals at the initiative of the BEPS president, commenting that there were no sufficient seals.
  • PS 25/19 Chisinau, Center. Stationary ballot boxes were secured with 2 seals each. The EBPS president argued that he does not have the required number of seals.
  • PS 24/28 Chisinau, Botanica. Stationary ballot boxes were secured with 3 seals each. The EBPS president argued that there were no sufficient seals.
  • PS 9/6 Balti. The stationary ballot box was secured with 3 seals. The EBPS president argued that there were no sufficient seals.
  • PS 23/3 Chisinau, Botanica. Stationary ballot boxes were secured with 2 seals each. The presidents of EBPS argued that 2 seals are sufficient for the ballot box.
  • PS 30/9 Chisinau, Ciocana. Only 2 seals were used diagonally. The president of EBPS motivated this decision by the absence of a sufficient number of seals.
  • PS 22/5 Ialoveni. Only 2 seals on the ballot box.
  • PS 35/10 Causeni, Chircaiesti. EBPS members do not know how to properly seal the ballot boxes, both mobile and stationary ballot boxes are secured with two seals.
  • PS 35/13 Causeni, Firladeni. Ballot boxes were secured at 7:07, i.e. after the opening of the PS, while several voters were present at the polling station.
  • PS 21/30 Criuleni, Magdicesti Sud. One seal is missing on the stationary ballot box. The EBPS president informed that he had not received enough seals.
  • PS 21/14 Criuleni, Cosnita Vest. Three ballot boxes were secured with only 2 or 3 seals. The EBPS president did not provide any reason for this.
  • PS 31/7 Chisinau, Ciocana. There were only 4 seals provided for the PS and 2 ballot boxes. Thus, each ballot box was secured with two seals.
  • PS 40/36 Cimislia, Mihailovca. Both ballot boxes have been secured with only two seals.
  • PS 40/7 Cimislia, Cimislia. In the process of the ballot boxes securing, a seal was broken, which was subsequently placed inside the ballot box.
  • PS 42/37 Cantemir, Zirnesti. Absence of a sufficient number of seals on ballot boxes. There were only two seals.
  • PS 32/8 Chisinau, Bubuieci. The ballot boxes were secured with only 2 seals. Only 5 seals and 2 ballots were received by the PS.
  • PS 40/11 Cimislia, Dimitrovca. The ballot boxes have only two seals. The EBPS president informed that he received only two seals.
  • PS 42/52 Cantemir. Rosu. The ballot box was sealed with only two seals. The President justified it by receiving only two seals.
  • PS 12/1 Singerei, Singerei. At 6:30, the ballot box was secured with only 2 seals. The reason invoked by EBPS president was the lack of seals.
  • PS 26/2 Chisinau, Buiucani. The ballot boxes were secured with only two seals. The EBPS president motivated it by the fact that 2 seals are sufficient for the ballot box.
  • PS 10/26 Balti, Grigoresti. The ballot box was secured with only 2 seals.
  • PS 28/2 Chisinau, Riscani. Only 3 seals were applied to the ballot box. The president said that they did not receive a sufficient number of seals.
  • PS 27/7 Chisinau, Buiucani. The mobile ballot box was not sealed. The president explained that it is not necessary at the moment and it would be sealed at 15:00.
  • PS 40/36 Cimislia, Mihailovca. Both stationary ballot boxes have only two seals. Nobody reacted.
  • PS 32/17 Chisinau, Ciorescu. The ballot boxes were secured with only one seal. There are 3 ballot boxes – 2 stationary and one mobile.
  • PS 40/11 Cimislia, Dimitrovca. Stationary ballot boxes have only two seals.
  • PS 39/32 Sarata Galbena, Ialpug. The stationary ballot boxes are secured with only two seals each.
  • PS 23/10 Chisinau, Botanica. Stationary ballot boxes were secured with 2 seals each. The EBPS president argued that 2 seals are sufficient for a ballot box.
  • PS 3/24 Edinet, Buzdugeni. The stationary ballot box was secured with 3 seals. The decision on the number of seals applied was taken by the secretary of the PS.
  • PS 24/26 Chisinau, Botanica. Stationary ballot boxes were secured with 2 seals each. The EBPS president argued that 2 seals are sufficient for a ballot box.
  • PS 19/4 Ivancea, Berezlogi. Of the 4 seals made available, the EBPS president made the decision to use them as follows: two – “for the stationary ballot box”, 1 – “as a reserve one, in case the box is filled in order to be resealed”, 1-  “was used for the mobile ballot box that had left the PS.”
  • PS 19/12 Ivancea, Vorotet / Andreevca. The ballot box is secured with only 3 seals. The EBPS president said he only received 3 for the polling station, one was used for the mobile ballot box.
    Update 8:13 – The fourth seal was mounted and a confusion was created between the seals for the mobile ballot box and the stationary one.
  • PS 31/4 Chisinau, Ciocana. Only three seals were applied on the ballot boxes.
  • PS 36/24 Stefan-Voda, Olanesti. EBPS members initially sealed the lid of the box, then the seal was torn and the box was sealed according to the procedure with an additional seal.
  • PS 19/4 Ivancea, Piatra Jeloboc. The ballot box has only 3 seals. The situation has remained unchanged until now.
  • PS 31/10 Chisinau, Ciocana. Only 4 seals have been applied on 3 ballot boxes.
  • PS 21/35 Criuleni, Porumbeni. There are 3 stationary ballot boxes. Two are sealed with 2 seals. The ballot box situated in front of the voting booth has only three seals. The president of the EBPS said there were sufficient seals, but they will be used to seal the sacks.
  • PS 37/7 Razeni, Cainari. The ballot box was not sealed according to the existing procedures, only 2 seals were applied.
  • PS 47/005 Transnistria, Balti. The President of the EBPS sealed the lid of the ballot box, after which a record was made, by which the seals were removed and declared invalid.
  • PS 49/11 – Russia – Moscow;
  • PS 50/79 – Spain – Santander;
  • PS 50/47 – Italy – Treviso;
  • PS 50/50 -Italia – Udine;
  • PS 50/17 – France – Marseille;
  • PS 50/35 – Italy – Padova;
  • PS 50/73 – Romania – Bacau;

Lack of the necessary materials in the polling station. At least one of the following materials is missing: electoral rolls, ballot papers, round stamps with the number of electoral bureau, stamps marked “Voted”, “Canceled”, special stamp “Elections 24.02.2 019″, seals for ballot boxes – 1 case.

  • PS 29/30 Chisinau, Riscani. At 07:05 there were no stamp pads. 20 minutes later, at 7:25 a EBPS member brought the pads.

Unjustified group voting (2 and more people in the voting booths) – 2 cases.

  • PS 40/33 Cimislia. Ivanovca. Two people entered the voting booth without any justification. The president of the EBPS made no comment.
  • PS 40/21 Cimislia. Batir. Two people entered the voting booth, having no legitimate reason. The EBPS president did not comment.

Unjustified presence of unauthorized persons within the polling station – 1 case.

  • PS 50/25 – Italy – Bologna

The ballot papers not distributed to EBPS members are not securely kept in the polling station – 1 case.

  • PS 50/33 Italy – Modena

Electoral campaigning or adverse campaigning in the polling station to influence the voters’ choice – 2 cases

  • PS 32/28 Chisinau, Stauceni. At the entrance to the PS and inside the PS, leaflets were distributed by the PDM representative.
  • PS 3/45, Edinet, Sofrincani. 3 voters entered the polling station wearing scarves of the Political Party of Sor. Approaching the ballot box, they hid the scarves.

Organized transportation of voters (buses, minibuses or other transport units that normally would not be around the PS) – 6 cases

  • PS 48/025 Transnistria, Varnita. Approximately at 7.30, several people were brought to the PS. 5 buses and several personal cars were parked at a distance of 100 m from the PS.
  • PS 48/002 Transnistria, Chisinau. Approx. 40 people were brought to the PS to vote. The transport unit was not identified.
  • PS 47/007 Transnistria, Hirtop. About 50 people were brought to the PS. There was a bus and a minibus.
  • PS 48/008 Transnistria, Anenii Noi. At 08.10, approx. 60 people were brought to the PS by a bus, which was parked near the PS.
  • PS 47/020 Transnistria, Ghindesti. There were identified 4 buses that brought to the PS approx. 200 people (residing in Ribnita / Rezina).
  • PS 49/14 Russia – Saint Petersburg – The PSRM observer – Tudor Ursu – organized centralized transportation for students residing outside St. Petersburg to be transported to the PS. Tudor Ursu waited for them and accompanied them to the door of the polling station. The incident occurred at 7:50 local time.

Unjustified cessation of voting in the polling station – 1 case

  • PS 19/50 Ivancea, Susleni. Unjustified cessation of voting in the polling station occurred due to two power cuts in the period between 8:00 and 8:06.

Deficiencies in the operation of the SIAS Elections System (suspension of operation, situations when SIAS Elections System indicates that the citizen has already voted, and s/he claims not to) – 10 cases.

  • PS 40/32 Cimislia. Iserlia. At 7:03, voters could not vote for 10-15 minutes because of the technical problems of the SIAS Elections System.
  • PS 31/27 Chisinau, Riscani. Lack of Internet connection for 40 minutes between 07:28 – 08:08.
  • PS 37/36 Razeni, Pohoi. SIAS Elections System indicated that a voter had voted and the person said he did not. The voter left immediately, the situation developed quickly so that the EBPS president did not manage to clarify anything.
  • PS 38/31 Hancesti, Miresti. Before the polling station was opened, it was detected that there was no Internet connection. Moldtelecom was called, and in 15 minutes, it was fixed. At the opening of the polling station, the Internet connection was good, the PS opened at 7:10
  • PS 38/29 Hincesti, Mereseni. Personal data of a voter (date of birth) in the SIAS Elections did not coincide with the data on the lists held by EBPS members. The incident was resolved, data from the voter’s ID card and those on the list were taken into account.
  • PS 49/13 Russia – Saint Petersburg. Operation deficiencies of SIAS Elections System in the PS of St. Petersburg, only at 9:04, it began working
  • PS 49/11 Russia, Moscow
  • PS 49/23 – Turkey, Istanbul
  • PS 50/04 – Czech Republic – Prague
  • PS 50/11 – France – Paris

Deficiencies in electoral lists (address discrepancies, deceased voters on the list, signatures instead of other people) – 5 cases.

  • PS 9/21 Balti. The voter’s name is present in the State Electoral Register but it is not on the electoral list. It was added in the supplementary list.
  • PS 9/21 Balti. Voters – husband and wife. The husband’s name was on the list, while that of his wife was not. The voter was included in the supplementary list.
  • PS 9/21 Balti. The voter was not identified in SIAS Elections System. The voter is domiciled within the precinct of the single member constituency, he was enrolled in the supplementary list and voted only in the national constituency.
  • PS 9/21 Balti. The voter was not identified in the SIAS Elections System. The EBPS president explained that the Public Services Agency did not transmit the relevant information and the database was not updated. The voter was enrolled in the supplementary list.
  • PS 19/50 Ivancea, Susleni. A voter residing in Susleni is not on the electoral lists of the polling station in that settlement, but in Criuleni. The EBPS president said he would be allowed to vote unless he had a confirmatory certificate.

Photographing ballot papers, other violations of secret voting – 2 cases.

  • PS 13/54, Rezina, Pohoarna. At 7:50, a voter photographed the ballot, but the observers requested to delete the picture in the phone. The situation was resolved in 2 min.
  • PS 50/09 – Switzerland – Geneva.

Interrupted filming of voting and counting procedures, other incidents related to the filming of voting procedures – 8 cases.

  • PS 23/8 Chisinau, Botanica. The video recording camera malfunctioned at 7:15.
  • PS 36/8 Stefan Voda, Carahasani. In the period between 7:00 and 7:05 the camera did not work, at the time of the report, it was fixed.
  • PS 15/59, Calarasi, Sipoteni. At 7:20, it was found that the video camera was turned to the direction of the voting booths.
  • PS 15/15, Calarasi, Bahmut. At 32, the shooting process was interrupted. One of the EBPS members reported this, and until 7.47, it had not been fixed. It was assumed that the reason for the interruption is low temperature in the room. The president is looking for further solutions for troubleshooting.
  • PS 10/26 Balti, Grigoresti. At 7:10, after the opening of the PS, the video camera was uninstalled without any explanations on the need. At 8:15, another camera was brought and re-installed.
  • PS 14/52 Telenesti, Vssieni. In the period between 07:00 and 07:20, for 20 minutes, the camera did not work.
  • PS 21/39 Criuleni, Zicana. The camera pauses from time to time. The EBPS president explains that this is because of the law temperature. From the opening of the PS, it worked well for 30 minutes, after at 7:40, it started to interrupt for a few minutes, and then work, and so on continuously.
  • PS 12/35 Singerei, Chirileni. The video camera did not work for about 20 minutes (7: 00-7: 20) for technical reasons. Subsequently, it was re-started, being announced that it will work for about 3 hours (until 10:00) throughout the electoral process, because there are no batteries for it. It is not clear what will be after 10:00.

Damaged ballot papers or other incidents involving their non – conforming use – 6 cases.

  • PS 25/29, Chisinau, Center. A voter tore the ballot because he did not find his favorite candidate in the ballot for the single member constituency. According to his statements, he was not informed about the voting procedure. The EBPS president called the police, and the ballot paper was canceled.
  • PS 26/26 Chisinau, Center. At 7:36, a voter tore the ballot paper and introduced it to the ballot box. The President called the police and reported the incident.
  • PS 10/38 Balti, Octeabriscoe. At 7:47, a voter received the ballot papers, entered the voting booth and stamped them. Subsequently, he went out of the PS putting the ballot papers into his pocket. The EBPS president or other members did not react in any way to this case.
  • PS 26/28, Chisinau, Center. At 7:48, a voter left the PS with ballot papers. Immediately, he returned and threw the ballots into the ballot box. He claimed to have forgotten to place the ballots in the ballot box.
  • PS 27/22, Chisinau, Buiucani. At 7:73, a voter attempted to take the ballot for the national constituency out of the PS. An observer noticed it and called the president. As a result, the ballot paper was returned to the president and canceled.
  • PS 10/38, Balti, Octeabriscoe. A voter came to the PS with some sheets of paper. Taking the ballot papers from the EBPS members, he exchanged the ballot papers in the voting booth with the pieces of paper he brought. He placed the pieces of paper brought by him into the ballot box, and the original ballot papers took with him, leaving the polling station. The EBPS president or other members did not react in any way to this case.

Other -10 cases.

  • PS 28/11 Chisinau, Riscani. At 6:53, it was found that there was no mobile ballot box in the PS, which was also confirmed by the EBPS president. The reason given was that the CEC did not offer a mobile ballot box, because there were no requests for voting at the place of domicile.
  • PS 35/4 Causeni, Causeni. There was no electricity for 20 minutes and it is very cold in the polling station.
  • PS 10/38 Balti, Octeabriscoe. At 07:05, the observers noted that an EBPS member is under alcoholic intoxication. As a result, they announced the president, who excluded the drunk member from the list of EBPS members, no replacement was made.
  • PS 33/18 Chisinau, Bacioi. At 07:01, the laptop was not connected. Only at 8.50, it was installed.
  • PS 13/4, Rezina, Rezina. From 8:10, the electricity is periodically disconnected. They are working to fix the electricity. At the same time, a computer does not work.
  • PS 13/10, Rezina, Soldanesti. At 08:39, several voters from the other PS tried to vote at PS 13/10 because there was no queue here. As a result, the voters made a row.
  • PS 50/25 Italy, Bologna
  • PS 50/42 Italy, Rome
  • PS 50/78 Spain, Barcelona
  • PS 50/79 Spain, Santander
