For the first time Promo LEX launches the online campaign – Show him alive

Today, 28th October 2021, the Promo-LEX Association launched for the first time the Campaign “Show him alive”.

The campaign is an online meeting in order to convince the constitutional authorities, those in the Russian Federation, as well as the actors involved in the 5 + 2 format to get immediately involved in defending and releasing a person abducted a year ago and about which nothing is known since that time. The immediate objective of the Campaign is to obtain images and statements of Adrian Glijin, who would prove that he is alive and what his current condition is.

We remind you that on 7th October 2020, at approximately 13:00, Adrian was abducted by 5 unknown and masked people, from a field near Cuzmin locality, Camenca district (left bank of the Dniester River, security zone). The family was informed that Adrian is accused of “high treason” and is in the custody of the so-called security service in Tiraspol. Subsequently, these structures searched the home of his mother and his wife; they confiscated personal belongings and vandalized the means of transport belonging to the Glijin family.

Currently, Adrian’s family does not know whether, generally speaking, he is alive, because they have not had access to him for more than 12 months, the accusations are not clear and it is not known what the reference evidence is. The de facto administration of Tiraspol refuses to admit the requests of the relatives regarding the meeting with Adrian, the access of an independent doctor, but also the access to the materials of the case.

Under such circumstances, the lawyers from the Promo-LEX Association sent a complaint to the European Court of Human Rights in which all the abuses to which Adrian and his family were and are subjected were invoked.

We consider it imperative that the authorities of the Republic of Moldova and the Russian Federation become more actively involved, as states responsible for respecting human rights and obliged to ensure the protection of persons on the territory not controlled by the constitutional authorities of the Republic of Moldova. We also consider that within the existing dialogue platforms, the issue of the release of political prisoner Adrian Glijin must be a priority.

The online campaign seeks to support the Glijin family, but also to determine the authorities to be more active in releasing him from illegal detention. It is the first such campaign in Moldova, determined by the severity of the situation. Thus, in addition to the certainty that Adrian would be in inhumane conditions from the moment of detention, evidence is needed that would shed light on Adrian Glijin’s physical and emotional condition.

“The online campaign is a simple one and requires our solidarity by raising awareness about the phenomenon and distributing the message.

We hope that a massive support of the appeal will determine the decision makers (Format 5 + 2) to insist on immediate meetings with Adrian and providing the necessary medical and psychological assistance”mentioned the lawyer Vadim Vieru during the press conference.




 

 

 




Preventing Violence through Art

“Preventing Violence through Art” is the slogan of the Campaign against domestic violence organized by the Promo-LEX Association and General Inspectorate of Police, in partnership with the Association of Professional and Amateur Artists of Circus Art from the Republic of Moldova, and carried during November 25 – December 10, 2015.

The Aim of the Campaign is to prevent domestic violence among the youth, but also to determine them to become more actively involved in preventing the phenomenon by disseminating information.

“Violence can ruin lives. Each of us deserves a life free of violence, especially domestic violence. It is important for young people to understand that domestic violence should not be accepted and tolerated. They need to know that there is a special national legislation on preventing and combating domestic violence. On the other hand, victims must know their rights and report cases of violence, seek help from authorities and associations working in the field. It is vital for the population to be aware of the serious effects of domestic violence and jointly to contribute to the prevention of this phenomenon”, mentioned Lilia Potîng, lawyer, Promo-LEX Association.

“We believe that art can and should be used to prevent domestic violence. Through art, artistic tricks, and sometimes through humor we can send any message, and in this case to promote nonviolence. It is important to bring light, smile and positive emotions to youth, and at the same time, to urge them not to tolerate violence”, said Anatolie Jornea, the Chairman of the Association of Professional and Amateur Artists of Circus Art from the Republic of Moldova.

Promo-LEX Association together with the partners of the Campaign will visit approximately 20 educational institutions from the country. The scenario of the event intends to run a specially designed mini art-show for this Campaign and to open a Photo Gallery. In addition, Promo-LEX and partners of the Campaign will discuss and distribute informative materials about the phenomenon of domestic violence, its types, and the actions to be undertaken by the victims and witnesses of violence acts, and also about the protection measures and mechanisms foreseen by the law. The young people will benefit from consultancy on issues related to domestic violence and free legal aid, upon request.

The Campaign for Prevention of Domestic Violence will be carried out in the following localities: November 27 – Chisinau; November 30 – Soroca; December 1 – Comrat; December 3 – Cahul; December 7 – Ungheni; December 8 – Cahul.

“SAFE in your FAMILY” National Campaign was launched

_article_1431675697On 15 May 2015, Promo-LEX Association and the General Police Inspectorate launched the National Campaign against Domestic Violence entitled “SAFE in your FAMILY”. The campaign took place on the occasion of International Family Day and will last until 25 June 2015.

The National Campaign “SAFE in your FAMILY” aims at changing the mindset about domestic violence with a focus on the social accountability of every person to notify acts of violence, and also to persuade people to become more involved in preventing and fighting the domestic violence.

“Domestic violence is one of the worst forms of violence that occurs most of the times behind closed doors, inside families, which is where one should feel most safe and protected. By conducting this campaign we intend to inform the victims and the potential victims, as well as the ordinary citizens about the special law and its protection measures. Also, all of the campaigns carried out by Promo-LEX Association promote zero tolerance towards this phenomenon”, said Alexandru Postica, Director of the Human Rights Program of Promo-LEX Association.

For one month and a half, Promo-LEX Association and the General Police Inspectorate will visit 14 villages across the country. The participants in the events will be provided consultancy on issues related to domestic violence and free legal aid, and will watch spots against violence. Several types of materials will be handed out in order to make sure that citizens are better informed about domestic violence, its types, and the actions to be taken by the victims or witnesses of the acts of violence, and also about the protection measures and mechanisms foreseen by the law. Also, a photo exhibition entitled “Indifference Supports Violence” will be organized.

The National Campaign will be carried out in the following villages: 27 May – Costesti, Tipala (Ialoveni); 29 May – Bozieni (Hîncesti), Gura Galbenei (Cimislia); 3 June – Pitusca, Sipoteni (Calarasi); 5 June – Peresecina (Orhei), Ciniseuti (Rezina); 9 iunie – Tirnova, Corbu (Donduseni), 17 June – Dubasarii Vechi, Hrusova (Criuleni); 19 June – Cuhurestii de Jos, Ghindesti (Floresti).

Photo Gallery: “Indifference Supports Violence”

Between 24 November and 10 December 2014, the park hosting the monument to Stefan cel Mare invites you to see the Photo Gallery “Indifference Supports Violence”, organized by Promo-LEX, and photographer Octavian Balea.

For the third year in a row, Promo-LEX conducts information campaigns and public awareness activities on the need to prevent and fight domestic violence in Moldova.

“For this year’s campaign we decided to come up with a photo gallery that includes both powerful images and messages. We want these pictures to raise awareness that domestic violence is not a private matter – it is a matter of interest for us all. Also, our appeal to all the citizens is to not tolerate domestic violence and to notify the competent authorities of any case of violence they are aware of,” said Carolina Bondarciuc, Promo-LEX Press Officer, at the opening of the Gallery.

For her part, Promo-LEX lawyer Lilia Potîng urges people to take a stand against domestic violence. “Victims must overcome their fear, must demand protective orders and to hold the perpetrators accountable. The authorities must perform their duties in accordance with the law and focus on the protection of victims of domestic violence.”

“Domestic violence is a reality that is quite to each of us, and it cannot be tolerated or overlooked regardless of its forms. The value of traditions and customs cannot serve as an excuse for discrimination against women in a couple, as women and men are guaranteed an equal exercise of their rights and freedoms,” says Vladimir Cazacov, a representative of the General Police Inspectorate.

Although not present at the event, photographer Octavian Balea talked to us about the pictures: “When I accepted Promo-LEX’s challenge to take pictures with the topic of domestic violence, I had a moment when I thought that I must do something without falling into one of those overused clichés when it comes to photos illustrating violence. I did not want to have people with black eyes or cuts, as I do not like a beaten path. Instead, I admire Jackson Pollock and his paintings seem illustrate violence as a form of expression.”

The event was organized as part of a World Campaign of 16 Days Against Gender-Based Violence. The partners of the Promo-LEX Association in the implementation of the Gallery are the General Police Inspectorate and the Soros Foundation-Moldova.

“Violence-Free Family – Violence-Free Society!”

On the launch of a campaign to fight domestic violence entitled: “Violence-Free Family – Violence-Free Society!”

Between 15 October and 25 November of this year, Promo-LEX, in partnership with the Office of the Ombudsman, and Ombudsman Tudor Lazar, launch a campaign against violence in the family: “Violence-Free Family – Violence-Free Society!” The media partner of the campaign is public broadcasting company Teleradio-Moldova.

The campaign begins on October 15, on the International Day of Rural Women, and will be completed on November 25, when the International Day for the Elimination of Violence against Women is marked.

During this period, employees of the national body for the protection and promotion of human rights and Promo-LEX will meet with groups of citizens in several areas of the country, and will inform them about the legal mechanisms to protect victims of domestic violence. Journalists, people who have publicly recognition and appreciation, and psychologists will tackle the impact of domestic violence on victims, children, families and society in general, gender prejudices and stereotypes that encourage domestic violence.

Employees of the Ombudsman Office will meet with police officers in several districts of the country and discuss with them the problems they face while addressing violent conflicts in families and securing access to justice for victims of domestic violence.

During the campaign, lectures will be held in higher education institutions on the topic of domestic violence. In total, over 25 activities of legal education of the population on the topic of domestic violence and victim protection measures, and raising public awareness of the need to firmly combat the scourge.

The campaign was launched at a press conference which took place Wednesday, on October 15, at 10:00 hours, in the meeting room of the Office of the Ombudsman (Center for Human Rights in Moldova), 16 Sfatul Tarii St.

Activities included in the campaign will end on November 25 with a meeting that will bring together representatives of central public institutions in charge with preventing and combating domestic violence, international organizations, NGOs promoting women’s rights, representatives of centers or shelters for domestic violence victims and perpetrators. The discussions will serve as starting points for developing proposals designed to eliminate barriers in the mechanisms to prevent and combat domestic violence, which will later be sent to the authorities.




Care. Don’t Kill: World Day Against Death Penalty

_article_141293252810 October 2014 marked the 12th anniversary of the World Day Against the Death Penalty. This year, the World Coalition Against the Death Penalty paid special attention to the problems faced by respondents and convicts with mental health problems. See details here.

Similarly, according to the Coalition, this day is an opportunity to speak out publicly against the use of this inhuman punishment, and to support those fighting for its abolition worldwide. See a calendar of activities here.

In this context, Promo-LEX recalls that the Transnistrian region is only region from Europe, except Belarus, where the so-called criminal law provides for the death penalty.

This penalty also may be applied at any time, although there is a moratorium imposed by the “Supreme Soviet”. Thus, the local “Criminal Code” provides that capital punishment as an exceptional type of criminal punishment. The death penalty can be imposed for murder; interference in life or violence against a state official or a person fulfilling their civic duty; armed rebellion; use of prohibited methods of war, and genocide. Death penalty does not apply to minors or women. It is executed by firing squad, and is not public. A person sentenced to death, is held in a solitary cell and kept and isolation. The body is not transmitted to the relatives for burial, and the place of the burial is not disclosed. The administration of the incumbent prison where the execution took place must inform the relatives about the execution.

“The Order Can Protect You Against Domestic Violence” Campaign Launched Today

_article_1400139297On the International Day of Family, Promo-LEX, in partnership with the General Police Inspectorate of the Ministry of Internal Affairs launched a national campaign “The Order Can Protect You Against Domestic Violence”, which will run until 25 June 2014 throughout Moldova.

The campaign is aimed at raising awareness about domestic violence and promote information about protection mechanisms.

According to Alexander Postica, program director of Promo-LEX: “The main objective of the campaign is to contribute to the legal protection of victims of domestic violence by increasing the knowledge of victims, but also the general public, about domestic violence, about how to obtain and enforce a protection order, and what are the steps to be taken to combat the phenomenon.”

General Police Inspectorate has declared “Zero Tolerance” to domestic violence by reaction, efficiency, quality and professionalism. Traditions and customs are not values that allow discrimination against women in a couple, and women and men are guaranteed an equal exercise the rights and freedoms. The law penalizes any manifestation of violence (physical, psychological, sexual, economic, spiritual) against family members, regardless of their residing arrangement – cohabitation or separate living.

Failure to disclose acts of domestic violence, once known, can entail severe consequences.

During the campaign “The Order Can Protect You Against Domestic Violence”, there will be five film-watching evenings, where films on domestic violence will be screened and discussions will be held about the phenomenon, as well as preventing and combating it.

The films were produced by students of the Academy of Music, Theater and Fine Arts, Department of Multimedia, as part of a short film competition of the campaign “16 Days of Activism against Violence against Women” conducted by Promo-LEX and GPI MIA in November-December 2013. The videos are available here.

Also, 36,000 leaflets and posters will be distributed and placed in every police inspectorate, section, sector, and post. These materials will help inform citizens about the protective measures that the law gives to victims of domestic violence, the procedure for obtaining a restriction order, the execution and supervision of protection orders, and measures applicable for violations of such orders.

The campaign is conducted under the project “Streamlining the Process of Enforcement of Protection Orders for Victims of Domestic Violence in Moldova”, implemented by Promo-LEX with the support of the Soros Foundation-Moldova.
